This position is open for secondment only and participating States are kindly reminded that all costs in relation to an assignment at the Secretariat must be borne by their authorities.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.  


The Office of the Secretary General and Central Services (OSG) provides organization-wide services, manages programmes and provides advice to the OSCE Chairpersonship and the OSCE Secretary General. Within the OSG, under the management of the Director of OSG and overall guidance of the Secretary General, the External Co-operation Section is responsible for management of external co-operation activities including institutional co-operation with international organizations, multi-and bilateral donors and OSCE’s Mediterranean and Asian Partners. 


The External Co-operation Section works to foster and develop relationships with the full range of OSCE’s external partners. It develops the framework and implements initiatives in support of the OSCE’s co-operation with international organizations and other institutional partners. In support of the OSCE Chairpersonship and Troika, it co-ordinates and implements activities within the OSCE’s Asian and Mediterranean Partnerships for Co-operation. It acts as the key interlocutor for the OSCE’s donors in the Secretariat, developing and implementing mechanisms and activities to advance, diversify and strengthen donor partnerships. 


Tasks and Responsibilities:

Under the direct supervision of the Head, External Co-operation, and the overall guidance of the Director of OSG, the successful candidate will have the following responsibilities:

  1. Substantively contributing to the development of a range of OSCE Secretariat strategic activities related to donor partnerships and resource mobilization, and contributing to the diversification and strengthening of the extra-budgetary resource base and promoting the OSCE’s role as a resource partner;
  2. Maintaining a comprehensive overview of existing and new funding opportunities and an up-to-date understanding of the resource mobilization requirements of the OSCE Secretariat programmes;
  3. Developing approaches and mechanisms including the formulation of strategy documents and operational frameworks, planning and co-ordinating activities related to donor partnerships and resource mobilization;
  4. Working collaboratively across the OSCE Secretariat, building knowledge and capacity for resource mobilization with the OSCE Secretariat and promoting effective information sharing within the Secretariat and with other relevant actors;
  5. Developing and managing activities to proactively enhance donor relations, planning and co-ordinating OSCE-led donor outreach activities and participating in donor events;
  6. Researching, analyzing and sharing internal and external good practices and key learnings in resource mobilization, making them available to the OSCE Secretariat and building capacity for resource mobilization by guidance and development of tools and internal processes;
  7. Collaborating with the Communications Section in developing effective communication approaches in support of donor relations management and resource mobilization;
  8. Performing other related tasks as assigned.

Necessary Qualifications:

  • Second-level university degree in social sciences, public sector or business administration, law, economics or other related field; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the advanced university degree;
  • A minimum of eight years of relevant professional level working experience in donor relations and resource mobilization in an international or not-for-profit organization;
  • Proven experience and track record in resource mobilization;
  • Proven experience in strategic engagement with donors, partners and Governments;
  • Knowledge of, and experience in working with various funding mechanisms;
  • Excellent relationships management and communication skills, routine in management of stakeholder relationships;
  • Professional fluency in English with excellent communication (both oral and written) skills; 
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.
