Role Overview

Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care, the Cash and Voucher Assistance (CVA) Advisor provides technical advice and support to the country management and the CVA staff. Responsible to develop, lead, monitor and evaluate the CVA aspects of the country programme. Lead on all CVA elements of proposals and reports, providing capacity building for national and international staff, ensure quality of CVA projects, promote best practice in the CVA programmes, develop the CVA strategy and contribute to the overall management of the country programme.

Project Overview

Medair’s response to crisis in Ukraine involves providing assistance to affected people in Ukraine. Current projects are in sectors of Non-Food Items, Multi-Purpose Cash Assistance, Health, Mental Health, Shelter and Water & Sanitation.

Key Activity Areas

CVA Technical Oversight

  • Maintain an overview of the country CVA programme and of the regional context, with a view to strategically developing new projects in the country program across the various sectors.
  • Give technical advice to country managers on potential involvement in new CVA interventions and internal capacity for implementation.
  • Define appropriate policies, guidelines and protocols for CVA aspects of Medair’s work in country, in consultation with other managers and in line with relevant government, Sphere and CHS, and Medair internal guidelines.
  • Provide technical support to the CVA teams in all project sites, including community engagement, the development of need & market assessments and analysis, the evaluation and impact analysis of current projects and the writing of donor proposals and reports within the required timeframes.
  • Coordinate and harmonize the CVA projects across the different regional teams in Ukraine.
  • Carry out regular monitoring visits in conjunction with other managers, ensuring that project objectives are met within the stated time-frames and in accordance with recognised international standards.
  • Supervise and monitor the development of reporting systems for data collection (qualitative and quantitative), analysis and follow-up and feedback to relevant staff, donors, partners and other agencies.
  • Provide input into the integration of beneficiary participation and accountability in all aspects of the project.
  • Responsible for the quality of all CVA projects in-country.

Representation

  • Develop and maintain relationships with UN, NGOs, donors, partners and other stakeholders, with the objective of raising public awareness of Medair and ensuring good co-operation and partnerships.
  • Seek out relevant networks or task groups on specific CVA-related humanitarian aid issues and actively participate, if possible.
  • Accompany donors on field trips, as requested, and ensure programme details are transmitted in a timely and professional manner.
  • Represent Medair, as appropriate, at coordination, sector and bilateral meetings, working groups, with national and/or local government departments and any other relevant meetings or events, facilitating supportive synergies and overall progress in the CVA sector and avoiding duplication with the work of other agencies. 

Staff Management

  • Be involved in the recruitment of CVA staff for the country programme, providing advice on technical skills and experience as requested.
  • Ensure that all CVA staff are adequately trained and, if necessary, create possibilities for capacity building, mentoring and coaching, within budget constraints. Plan and develop training material as required.
  • Support line managers in inductions and appraisals of CVA staff, particularly with regard to technical skills.

Financial Management

  • Work with the relevant managers and Global Support Office staff to plan and construct CVA budgets.
  • Support Project Managers with budget management for the assigned project(s) and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.
  • Lead the communication with Medair´s financial service provider used for the correct disbursement of CVA funds.

Quality Management

  • Ensure projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. CALP, Sphere and CHS standards. Follow the direction of the CVA Advisor at GSO regarding quality, strategy and technical guidelines.
  • Ensure the inclusion of multichannel feedback measures, data protection considerations and security aspects to be implemented to avoid fraud and corruption as well as unattended effects.
  • Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
  • Regularly assess and provide feedback and recommendations on the quality of CVA programmes and interventions during field visits and at other relevant times.
  • Maintain a resource library for the CVA team and keep up-to-date with the latest trends and updates within the sector. Ensure all CVA staff have access to necessary and appropriate information as required.

Delegated Responsibilities

  • Development of and adherence to the in-country CVA policy, strategy and guidelines in consultation with other relevant country managers and GSO staff.
  • Oversight of the technical aspects of the CVA projects, including recommendations for CVA staff objectives, training, promotion and disciplinary action.
  • Responsible for CVA sections of donor proposals and reports and for all administrative records for CVA components of projects.
  • Oversight of CVA budgets, ensuring implementation within agreed parameters and timeframes
  • Take the lead in CVA aspects of external relations in the country with authorities and government ministries, UN agencies, partner NGOs and donors, in consultation with the Country Director.

Qualifications

  • University or College degree in a relevant field.
  • Strong working knowledge of English (spoken and written).

Relief & Recovery Orientation Course (ROC)

What is the ROC and why is it required?

Experience

  • Minimum 5 years’ professional experience working with humanitarian or non-profit international organizations.
  • At least 2 years of direct support to projects and programmes implementing CVA modality.
  • Ability and willingness to manage project implementation. Problem solving ability.
  • Experience in the design, monitoring of implementation and evaluation of projects.
  • Knowledge in in-kind distributions would be a plus.
