Position Summary:

WCS is a Delivery Partner (DP) of the GCF Readiness in support of the National Designated Authority (NDA) of DRC, the Ministry of Environment and Sustainable Development (MEDD). In support of this work, WCS is seeking an experienced and motivated GCF Programme Coordinator to provide technical and administrative support in the implementation of its DRC Green Climate Fund readiness grant portfolio.  The successful candidate will provide programmatic support with a particular focus on contract management, partner and event coordination, timely project reporting, tracking grant implementation, project management and partnership building in support of readiness activities.

 

Major Responsibilities:

  • Oversee management of project including coordination of timely reporting and compliance with donor regulations 

  • Supports the Country Director in the execution of duties under the approved GCF Readiness project 

  • Monitor implementation of the Readiness Portfolio at all stages to ensure work is proceeding according to established plans, including analysing implementation difficulties and initiating remedial action

  • Facilitate internal communications between WCS’s Kinshasa, Central Africa regional and global teams 

  • Provide technical assistance and oversight to ensure adherence to and awareness of WCS policies, donor regulations and national government requirements in project administration

  • Work with the Director of Finance and Administration to monitor and track project budgets

  • In collaboration with WCS staff, support the development of Terms of Reference, services agreements and ensure consultant oversight 

  • Foster and support the participation of existing and new partners in relevant aspects of program implementation and project strategy development

  • Draft and circulate agendas, maintain minutes and monitor follow-up actions agreed upon during stakeholder engagement and meetings

  • May undertake and support local travel in furtherance of the project, e.g. specific administrative or event related tasks for programme/project activities.

  • Responsible for knowledge management including, file creation, document tracking, data and information management relevant to the scope of project activities.

  • Gather and disseminate information on the barriers and lessons learned from project implementation.

Qualification Requirements

 
  • At least a Bachelor’s degree in the social sciences, international affairs, conservation, or another field relevant to the position's responsibilities
  • At least three years’ experience working in administration, management or a policy position, with experience in the DRC a distinct advantage
  • Excellent writing skills
  • Experience with large project or program management and administration
  • Prior experience with GCF project implementation 
  • Knowledge of UNOPs project implementation guidelines and administrative procedures is an asset
  • Excellent communication and organisational skills
  • Ability to manage high volume under high pressure with accuracy
  • Proven ability to work effectively and flourish in a multicultural team
  • Results-focused attitude to work 
  • Excellent, fluent spoken and written English and French
  • Ability to exercise tact and discretion in dealing with collaborators, stakeholders and government partners
  • Interest in wildlife conservation and committed to the WCS mission
