Overview

Jhpiego, a global leader in improving health care for women and families, aims to support Government of Khyber Pakhtunkhwa with the unified purpose of contributing to the FP2030 targets by enhancing women’s access to quality FP services. The Pakistan-specific portion of USAID funded project, called MOMENTUM Country and Global Leadership, is focused on strengthening the health system for implementation of postpartum family planning (PPFP) strategy, including to develop improvement plans; strengthen the technical rigor of PPFP programming with a focus on data quality, use and management, and quality of services; and address gaps in young couples’ access to FP information and counseling.

Hence, Jhpiego seeks a Senior Program Coordinator (SPC), based in Peshawar, to lead the project at provincial level in close collaboration with the Department of Health (DoH), Population Welfare Department (PWD) and with other relevant partners.

 

The position holder is responsible for overall program management and guidance to team members.  Under the supervision of Senior Program Manager in collaboration with a technical team, the position holder will be responsible to perform following activities:

Responsibilities

  • Act as a focal point in representing Jhpiego in implementation of the MCGL project at provincial level
  • Implement detailed implementation plans and budgets, submit for review and approval with clear team accountability aligned with program proposal, in close collaboration with internal and external team players
  • Contribute to development of different communication and project materials through collaborative working with communication team
  • Harness human, material and financial resources appropriate for the program
  • Support in management of project budget through regular monitoring of budget versus actual (BVA) expenditures in line with organization and donor requirements
  • Ensure continuous monitoring of program activities, as well as timely and accurate evaluation and reporting of progress toward the achievement of program goals and objectives
  • Supervise and manage district team and align their efforts with program goals
  • Monitor and supervise short- and long-term consultants contributing to program efforts as and when rquired
  • Contribute to establishing, maintaining, and improving active and regular working relationships with government authorities, donors and other partner agencies including the UN system, local and international NGOs.
  • Support a robust learning culture where teams and individual staff can share openly successes and failures for continuous improvement at organizational and individual levels, facilitating as appropriate the application and use of specific methodologies found in MCGL’s adaptive learning toolkit
  • Utilize learning from the field to contribute to improvement of project, development and implementation of other programs/projects and advocacy initiatives and
  • Provide timely program updates to the management
  • Present progress, achievements and lessons learned to key stakeholders including DoH, PWD and other relevant partners.
  • Support and/or strengthen Jhpiego’s/MCGL engagement with various MNCH stakeholders and multi-stakeholder forums as needed e.g. RHWG, FP2030 etc to enhance contribution and visibility
  • Develop and maintain a networking with Health and Nutrition practitioners and policy experts, with the aim to advance policy impact and change in PPFP landscape in KP
  • Develop program risk mitigation plans along with teams for smooth implementation of program, identifying delays and informing SPM
  • Assure the quality of technical interventions through a standardized mechanism
  • Troubleshoot to prevent and resolve potential problems and review outputs for quality control
  • Ensure that project reports and publications are of a high quality and produced on time in line with agreed deadlines
  • Develop and update MEL plan and reports as per USAID requirements
  • Support and apply knowledge management system by promoting and facilitating evidence/knowledge generation, dissemination, and publication.

Required Qualifications

  • Masters’ degree in public health or relevant field with 5-7 years’ experience in program implementation and monitoring of public health
  • 3+ years working in managing Reproductive Health/Family Planning related projects; with specific experiences on the project management, health program management information system
  • Knowledge of competency-based training, performance and quality improvement approaches
  • Work experience and familiar with relevant government agencies, civil societies and academics related to RH/FP
  • Experienced in project management cycle from the design, start up, implementation, M&E, and transition/handover/closing
  • Demonstrated ability in problem solving, show initiative/being pro-active, work independently and within a team
  • Experience and comfortable working with professional organizations and associations
  • Experience in doing research in health, and familiar with monitoring and evaluation, knowledge management in RH/FP related projects will be an asset
  • Excellent interpersonal, communication and presentation skills
  • Fluency in written and spoken English.
  • Have experiences working in targeted province; speaking local language is an added value
  • Comprehensive understanding of evidence-based family planning interventions with public health system
  • Work experience in KP and USAID funded projects would be preferred
  • Ability to travel within country
