Overview

Jhpiego seeks a Family Planning/Reproductive Health (FP/RH) Technical Director to support an anticipated five-year, multi-country, USAID-funded project to advance equitable, affordable, and sustainable access to family planning and reproductive health (FP/RH) information, products, and services. The project will focus primarily on FP/RH outcomes, at the system, facility, provider, community, and client levels, and support countries to constructively and creatively address persistent issues related to health access, equity, and quality of care, particularly for youth. The FP/RH Technical Director will have the overall responsibility of leading the design and implementation of programs to advance USAID’s goal of local capacity strengthening, and engagement of local partners and stakeholders in scale-up of evidence-informed and rights-based FP/RH service delivery. The position will oversee the technical work of Jhpiego staff and resource partners in target countries.  

The FP/RH Technical Director will be based in one of Jhpiego’s country-based offices in sub-Saharan Africa and international travel will be required. This position is contingent upon award and annual funding from USAID

Responsibilities

  • Provide leadership and strategic design and direction to ensure programmatic integrity and technical guidance to the project and local stakeholders, including in the following:
    • improving health access, equity, and quality of care, particularly for youth
    • implementing policies and programs for sustainable scale-up of High Impact Practices
    • working with national stakeholders to promote FP/RH programming innovations and engagement with youth
    • expanding and strengthening quality improvement efforts for care
    • working with national stakeholders to utilize HMIS data to identify health equity gaps
    • collaborating with project colleagues to support project management and finance/ administrative support as needed
  • Provide assistance, mentoring and capacity building at the individual and organizational level in specific areas of expertise including but not limited to family planning and reproductive health (FP/RH) information, products, and services, including the scaling up of High Impact Practices.
  • Assist in testing of FP innovations
  • Develop service delivery strategies for accessing hard-to-reach populations, including the identification of opportunities to integrate FP/RH services with non-health sectors, such as agriculture, democracy, environment, economic reform, private sector enterprises
  • Work with colleagues to develop a cadre of FP/RH champions who will facilitate links to other community-level health programs/services
  • Ensure the project is technically sound, evidence-based and responsive to the needs of national partners, stakeholders and donor
  • Develop and maintain strong working relationships with USAID Bureau of Global Health, USAID missions, local implementing partners, private sector partners and other key stakeholders to maximize resources and avoid duplication of effort
  • Manage and continually expand Jhpiego’s global network of country offices, consultants, provider organizations, and other organizational partners and USAID-focused implementing partners
  • Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations
  • Administer and oversee local organizational partner assessments and capacity strengthening action plans that are tailored to project and partner needs.
  • Oversee the quality, preparation, and timely submission of project reports to donor
  • Mentor, supervise and manage a team of highly qualified staff and consultants and align their efforts to ensure rapid and sustainable results
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results
  • Work with the Project Director to ensure compliance with the terms of the award
  • Work with finance and project staff to develop and track project budgets over the course of the program activities
  • Frequent international travel to support buy-in countries (up to 50%)

Required Qualifications

  • Advanced degree in public health or a related field
  • 10+ years' experience successfully managing large, multi-year international health sector development projects that have implemented successful activities related to capacity development for government and non-governmental organizations.
  • Experience designing and leading organizational capacity development activities for donor-funded projects in the field of public health
  • Experience implementing USAID programs, ideally in more than one country.
  • Strong working familiarity with USAID regulations and policies. Understanding of USG localization policies and tools
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out
  • Experience recruiting and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID Bureau of Global Health, USAID missions, host-country counterparts and NGOs and CSOs
  • Expertise in research to practice—identifying and adapting best practices in capacity building to specific project contexts
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in English is required
  • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff

Preferred Qualifications

  • Proficient in additional language (French, Portuguese)
