Role Overview

Provide Shelter, WASH, and NFI for the target population. This involves effectively managing the assigned Shelter, WASH, and NFI project(s) in line with the objectives, budget, and timeframe in the proposal(s). The role also includes enhancing beneficiary participation, managing and training local staff, and planning and initiating new Shelter, WASH, and NFI projects/proposals.

Project Overview

Medair has been operational in Syria since January 2015, with a Country Office based in Damascus, and 2 field bases in the following locations: Aleppo, Deir Ez-Zor. The programme is active in Medair’s key sectors: Health and Nutrition (support of basic health services including infrastructure repair, equipment, and capacity building), Protection (in particular support of people with physical disabilities), WASH (small- to medium-sized repairs of water and sanitation networks) as well as Shelter (rehabilitation of household shelters and distributions of NFIs).

Shelter, WASH and NFI Project Management

• Manage the assigned Shelter, WASH and NFI project(s) to meet the project objectives within budget and the allotted time frame.
• Provide strong leadership of the assigned Shelter, WASH, and NFI project(s), working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable), and local Shelter, WASH and NFI staff.
• Develop and implement an appropriate and effective Shelter, WASH, and NFI strategy in consultation with other Shelter, WASH and NFI staff and other relevant stakeholders. 
• Set clear objectives and indicators for Shelter, WASH and NFI activities in collaboration with the Shelter, WASH and NFI staff, field managers and, where appropriate, with the local communities.
• Monitor and supervise Shelter, WASH and NFI activities, overseeing the technical design and execution and evaluating progress through outputs and impacts, including preparing and reviewing designs, BoQs and drawings.
• Ensure the integration of beneficiary participation and accountability and provide accurate and timely reporting of activities according to Medair, donor and other applicable timeframes and formats.
• Develop new proposals and budgets linked to the country strategy in conjunction with the relevant field managers and advisors.

Staff, Financial Management and Logistics

• Line-manage the Shelter, WASH and NFI Officer(s) of the assigned project(s), including coaching, day-to-day management, development and training, appraisals, etc. It may also be necessary to line manage other Shelter, WASH and NFI project staff.
• Assess the training needs of Shelter, WASH and NFI staff and ensure that appropriate training is conducted.
• Manage the Shelter, WASH and NFI budget for the assigned project(s) and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.
• Support the logistics activities of Shelter, WASH and NFI staff, particularly in relation to the purchasing of supplies and equipment for the assigned Shelter, WASH and NFI activities.
• Liaise, as necessary, with the Shelter, WASH and NFI, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.

Communication and Coordination

• Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned Shelter, WASH and NFI team, Medair in-country and GSO Shelter, WASH and NFI Advisors.
• Maintain regular communication and coordination with other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), to ensure good cooperation, beneficiary feedback and partnerships.
• Participate in Shelter, WASH and NFI Cluster coordination meetings and other working groups or meetings as required, representing Medair and feeding back to the Shelter, WASH and NFI staff and field managers on relevant issues.

Quality Management

• Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
• Ensure Shelter, WASH and NFI projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and HAP standards.
• Ensure all donor means of verification are completed, reviewed and uploaded to the Medair central documentation system. This will mean developing new templates and monitoring systems in coordination with the Technical Advisor.

Delegated Responsibilities 

• Management of the Shelter, WASH and NFI budget for the assigned Shelter, WASH and NFI project(s).
• Representation of Medair at meetings and through relationships with external partners (e.g. community leaders, local and national government officials, Clusters, UN agencies and other NGOs).
• Prevent sexual exploitation, abuse, and harassment as well as fraud and corruption in a manner congruent to your role and responsibilities. Report any suspected breaches of Medair’s Code of Conduct in a timely manner.

Qualifications

• BSc/BEng qualification in a technical field, preferably in civil engineering or in another relevant field such as architecture / engineering / construction management.
• Strong working knowledge of English (spoken and written).
