About the Role

The Internal Audit Program Manager is a multi-country management role with responsibility for recruiting and managing teams that monitor the risks associated with delivering millions of dollars to thousands of poor households each year. The Program Manager supports the Director, Internal Audit; and Senior Manager, Internal Audit in managing regionally distributed internal audit teams and implementing innovations for the prevention, detection, investigation and mitigation of fraud and safeguard risks. 

This role will require keen judgment on operational issues and challenges, strong communication and interpersonal skills, exceptional people management and a strong commitment to GiveDirectly's values, mission and model. 

The Program Manager must be a critical thinker who asks risk-based questions about GiveDirectly's program design, location choices, internal policies and program scheduling. This role reports to the Senior Manager, Internal Audit and manages several internal audit managers.

The Internal Audit team is strictly firewalled and anonymous from the program team and is not allowed to interact with the GiveDirectly program team. Although the IA PM is not firewalled, you will be managing an anonymously firewalled team and, by joining as an IA Program Manager, you must agree to do your job with a high degree of confidentiality and anonymity.

What you’ll do:

Design and set up 

  • Detail project risk registers for all new projects and define risk assessment approaches.
  • Development of program/beneficiary audit tools, e.g. surveys, checklists, etc.
  • Lead the establishment of country audit teams that include logistics, personnel, administration and financial management.
  • Monitor and report on country internal audit metrics and operational objectives. 
  • With the support of the global finance team and the Internal Audit Senior Manager, develop budgets for the work of the internal audit team to ensure that we are managing the organization's resources well.
  • Set up, with the support of the administration/logistics team, the contracts or purchasing procedures necessary for the functioning and work of your team, and then monitor and manage its contracts and agreements on behalf of the organization.
  • Contact and manage for the internal audit team external connections such as local authorities and village chiefs - supervise your field manager to ensure that external relations are well managed and informed. 

Risk Mitigation

  • Support escalation protocols for different risks and monitor implementation of protocols by country managers.
  • Support country internal audit teams in the detection of policy violations, fraud and adverse events.
  • Support the country leadership in inquiries or investigations necessary to reduce the risk of fraud and corrupt behavior in the team in general.
  • Lead transparent, accountable, rigorous, best-practice legal and, where necessary, collaborative investigations into suspicions and allegations of fraud; policy violations, adverse events, etc.; to the effective resolution of such cases.
  • Lead the program team's data quality review against GD's established data quality standards and report any inconsistencies.
  • Proactively think of ways to innovatively use and analyze the data we have and, if necessary, seek out new data points - in order to identify fraud or unusual behavior on the part of staff or beneficiaries.
  • Work with the programs team to find and implement innovative new ways to enable and encourage feedback from beneficiaries and organizational accountability to those we serve.
  • Challenge the program team and the wider DRC team on systems and processes that could be strengthened or modified to better manage risk.

Policies Compliance Audit

  • Act as the custodian of ‘Recipients First’ Value within the team by ensuring compliance to policies and protocols of GiveDirectly 
  • Maintain an active, visible and consistent commitment to a common standard of behavior that is required throughout every aspect of the organization as stipulated in the Code of Conduct Statement
  • Manage a team that is driven by individual accountability involving moving beyond corporate ‘rules-based’ behavior to ‘values-based’ behavior that promotes a greater focus on promoting individual integrity.”
  • Ensure that all internal audit staff understand the organization's policies and are regularly trained in them.
  • Be a reliable point of contact within the organization for staff who wish to denounce / whistleblow.

Program management

  • Develop team annual, quarterly and monthly goals  in consultation with the Senior Manager/Director of IA and head of Country Management.
  • Write up team work plans for all projects and share the same with team members and head of Country Management.
  • Oversee implementation of team Rosters for delivery of the work plan 
  • Review quality checks by country teams to surface team specific ethical and value deviations 
  • Write reports and dashboards that reflect team performance in relations to the set goals and Internal Audit Ops quality bars
  • Coordination in DRC between the IA team and the HR, Finance, Office Management and Procurement teams to facilitate IA team operations in DRC according to DRC organizational processes and policies.
  • Manage the Internal Audit team's assets, particularly when there are staff changes.

People Management

  • Promote effective team culture by encouraging recognition of positive achievements and other team-building initiatives
  • Model ethical behavior that encourages the team to report misconduct within GD staff, partners, community and recipients
  • Conduct staff career growth needs assessments (through structures surveys and 1:1 sessions) and liaise with the HR manager to deliver robust professional development  sessions internally and externally 
  • Identify, interview, hire, onboard and retain high capacity IA country teams 
  • Manage conflicts and other risks within the team and escalate where appropriate 
  • Develop a team with a high capacity for problem solving, critical thinking, and strong analytical and communication skills
  • Be the key point of contact for security information between the security associate and the internal audit team

Other Roles

  • Over time, reduce dependence on senior management and create more leverage for your manager through capacity-building and delegation

  • Bilingual with fluency in English and French.
  • Preferred: 
    • Fluency in spoken and written Swahili and other DRC recognized languages.
    • Experience in security management for teams
