THE DEVELOPMENT CO-OPERATION DIRECTORATE

The Development Co-operation Directorate (DCD) supports co-ordinated, innovative, international action to accelerate the implementation of the 2030 Agenda in developing countries and improve financing for the Sustainable Development Goals (SDGs). The Directorate helps set international standards for development co-operation, supporting the OECD Development Assistance Committee (DAC), and monitors how donors deliver on their commitments. Drawing upon OECD-wide expertise, DCD supports members and partners with data, analysis and guidance.

DCD is looking for an Evaluation Policy Analyst to join the small and dynamic Evaluation Team within the Reviews, Results, Evaluation and Development Innovation Division (RREDI) of DCD. The selected candidate will provide support to the Development Assistance Committee’s Network on Development Evaluation, which brings together evaluation managers and experts from member countries and selected partners.  The Evaluation Network is one of the subsidiary bodies of the DAC, with the primary objective to contribute to improved development effectiveness by promoting strong evaluation practices and systems. The Policy Analyst will also contribute with inputs on evaluation to divisional and cross-divisional work. The role reports to the Head of the Evaluation Team under the overall guidance of the Head of the Division.

Job Description

Main responsibilities

Manage the DAC Evaluation Network

  • Under the guidance of the Head of the Evaluation Team, support the design, planning and implementation of Network formal meetings, workshops, and other events, and manage projects, task teams and working groups to deliver high quality outputs and drive forward the work programme.
  • In line with the Network’s mandate, develop and implement a strategic learning agenda to bolster the individual and collective capacities of the DAC Network on Development Evaluation to support learning and accountability and contribute to more effective development co-operation.
  • Provide advice to members and partners, and support uptake of EVALNET norms and standards, including feeding into OECD DAC peer reviews of members.
  • Liaise and build working relationships with and between members, observer institutions, and partners to strengthen coordination and connectivity, and build trust.
  • Support the Network’s Chair and Vice Chairs (Bureau), including guiding selection processes and holding regular meetings to review ongoing work and advance the network’s strategic objectives.

Analysis and Research

  • Draft analytical reports, evaluation briefs, syntheses, and other documents.
  • Conduct primary research, including regular monitoring and analysis of the evaluation policies, systems and practices among members and partner institutions.
  • Analyse broader trends in the evaluation field and their implications for the Network.
  • Stay abreast of the broader debates in the evaluation profession, including advances on methodologies and approaches.

Communication and Outreach

  • Support learning and uptake of the revised evaluation criteria and other evaluation and results norms by developing content, reviewing implementation, and actively and strategically communicating internally and externally – including managing a regular newsletter, dedicated websites, and social media.
  • In close collaboration with the team Assistant, DKI and DCD/COMS, manage the development of the Network’s website, knowledge databases (DEReC), learning platform, and Evaluation Plan Inventory.
  • Contribute across the DCD to efforts to support evidence-informed decision-making in development co-operation, and to provide insights from evaluation to relevant policy communities.

Contribute to corporate tasks and priorities

  • Contribute to cross-directorate and cross-divisional work related to evaluation and to the Division’s peer reviews and work on results.
  • Fundraise and fulfil corporate reporting requirements, including programme of work and budget implementation reviews, and to the preparation of the programme of work and budget.
  • Manage procurement processes, and recruitments in line with OECD procedures and rules. Provide oversight to consultants and junior staff.
  • Assist the Head of the Evaluation Team in contributing to other OECD and DCD-wide processes and the horizontal work of the Division, the Directorate and the OECD, including preparing briefs and reports.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in development, international economics, social sciences, or public administration or public policy.

Professional Background

  • A minimum of three but preferably at least five years’ relevant experience in a national or international development agency or in a relevant research institution.
  • Facilitation skills, including ability to communicate effectively with diverse audiences and to manage complex, multi-stakeholder processes.
  • Proven ability to conduct analytical research and draft concise, high-quality reports.
  • Proven evaluation expertise and demonstrated command of evaluation and research concepts, methods, and approaches.
  • Practical, lived experience in carrying out research or managing projects and programmes in developing country contexts.
  • Demonstrated understanding of the broader policy environment, international development policy issues and challenges for developing countries.

Core Competencies

  • OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 3); Enable People (Level 3); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 3); Achieve Results (Level 3); Innovate and Embrace Change (Level 3).
  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of Arabic, Chinese, Spanish or Portuguese would be an asset.

Contract Duration

  • Thirteen-month fixed term appointment, with the possibility of renewal.

Salary Information

  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen in early January 2024 and panel interviews are planned for the end of January 2024.
