Under supervision of the Adolescent Development Officer, facilitate networking and information sharing among youth groups, document youth group actions, and provide technical support to other activities as prioritized currently.

How can you make a difference? 

Under supervision of the Adolescent Development Officer, facilitate networking and information sharing among youth groups, document youth group actions, and provide technical support to other activities as prioritized currently.

Work Assignment:

1.1. Hold inception meeting with SSYS and UNICEF to gather information on the youth group network and develop work plan for activity.

1.2. Support the Ministry and UNICEF in developing a joint action plan for the implementation of the ADAP activities as per the agreed annual work plan

2.1. Organize a workshop on creating a formal youth group (with a registration process)

2.2. Support UNICEF supported NGO in selecting youth groups for mentorship programme, in discussion with the ADAP Officer

3.1.  Case studies on Youth initiatives (final designing will be supported by UNICEF) – Conceptualize and develop the texts with photographs

4.1. Develop concept notes, background materials, and budget for organising the exhibition/ marketplace event in Dili to allow youth groups to showcase their work

4.2. Develop one Human Interest story with a focus on the youth-based initiative

4.3. Provide technical guidance and facilitate UNICEF supported NGO in selecting youth groups for mentorship programme in three Municipalities, in discussion with the ADAP Officer

5.  Develop an operational plan for social media program production

6.  Interactive content showcasing youth group activities on social media to a broader audience

7.1. Profiling of fifteen youth groups from three Municipalities with the support of a UNICEF implementing partner.

7.2. Support the Ministry and UNICEF in implementing joint ADAP activities as per the agreed annual work plan

8.  Conduct face-to-face networking meetings of youth groups, including adolescents and youth at the municipality level.

 

DELIVERABLES:

1.  Inception report in English and Tetum

2.  Finalize report in English and Tetum

3.  Case study document highlighting Youth-led initiatives

4.1. Concept note (detailed Plan) with the budget for youth exhibitions

4.2. One Human Interest Story

5. Social program/content production:

5.1. New Documentary of youth initiatives focusing on civic engagement and participation of adolescents and youth in Tetum and English version

5.2. New news/bulletin programs on civic engagement and participation of adolescents and youth in Tetum and English version

6.  Submit five (different types) interactive content showcasing youth group activities focusing on civic engagement and participation

7.1. Develop a draft framework and present it to UNICEF for agreement

7.2. Hold one-day consultations in each municipality with five youth groups

7.3. Submit the youth group profile report (with photographs)

8.1. Youth networking meetings were held in three municipalities, reaching 40 persons per municipality (3 municipalities) – report on the network meeting findings.

8.2. Position paper for UNICEF to advocate with the Government and key stakeholders on the “Role of youths in using social media positively".

To qualify as an advocate for every child you will have…

  • At least a master’s degree in any relevant field. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree. 
  • Minimum of 4-5 years of relevant professional experience in communications, including the use of social media
  • Experience working in the adolescent and youth sector and with youth groups
  • Knowledge and experience in event management is an asset
  • Previous professional experience with development agencies and/or the United Nations is an asset
  • Proven experience and knowledge in the Timor-Leste context particularly working with the Government of Timor-Leste
  • Advanced language competence in Tetum and English
  • Demonstrated experience of having undertaken similar assignments

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
