Job Purpose and Organizational Context
 
Under the UN Security Management System, there are six (6) security risk areas Accra/South, Takoradi/West, Tamale/North, Bolgatanga/Upper East, Wa/Upper West and Kumas/Ashanti security risk areas. A Field Security Associate is responsible for Kumasi/Ashanti security risk area, supervision of the Security Operations Centre, supervision of UN ID Production and Administration is required to assist the Security Advisor in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the region of assignment.

The position is locally administered by UNDP but is financed through the Local Cost Shared Security Budget (LCSSB).

The UN Security Management System (SMT) has approved the following security risk areas: Accra/South, Kumasi/Ashanti, Takoradi/West, Tamale/North, Bolgatanga/Upper East, and Wa/Upper West Security risk areas. 

 

Position Purpose

The Field Security Associate (FSA)-SOC Supervisor/Administration is expected to provide security support to Agencies, Funds and Programmes with the emergence of new security risk areas and duty stations.


 
Duties and Responsibilities

 
  1. Assists SA in collecting, updating, and communicating information regarding the security situation in the Area of Responsibility

 

  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations in the area of operation.

 

  1. Assists in maintaining the Security Plan

 

  • Helps in the preparation and review of the UN Security Plan;
  • Supports actions during the implementation of the Security Plan, as required.

 

 

3.            Preparation of Security Reporting Documents

  • Assists in reporting security incidents affecting UN staff, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report, the Security Assessments

 

 

4.            Assists the SA with the monitoring of the security measures implementation as       recommended in the Security Risks Management (SRM) process) for the AoR

 

  • Assists in reporting security incidents affecting UN staff, offices and assets;
  • Assists in monitoring the implementation of the Residential Security Measures, office safety and security preparedness;.

 

5.            Security Operation Centres Supervision

  • Supervise staff of Security Operation Centers
  • Schedule shifts and manage staffing to ensure 24/7 coverage;
  • Oversee all communication activities at the SOCs ensuring efficient operations.
  • Generate reports and documentation as required for regulatory compliance or 
  • administrative purposes 
  • Ensure that the SOCs comply with organizational requirements and policies
  • Implement quality assurance processes to monitor the accuracy and effectiveness of radio communications.
  • Review and evaluate the performance of SOC staff and provide feedback for improvement
  • Implement emergency response plans for the radio room in the event of technical failures, natural disasters, or other crises.

6.            ID Production Supervision

  • Supervision for UN ID production and keeping records of all IDs produced.
  • Ensure efficient production processes by developing production schedules and workflows to meet demand and deadlines. 
  • Implement and enforce quality control standards to ensure that identification cards meet specifications and security requirements.
  • Oversee the procurement and management of production materials, including ID card blanks, printing supplies, and security features.
  • Maintain an accurate inventory and reorder supplies as needed.
  • Ensure that production equipment, such as card printers, laminators, and data encoding machines, are properly maintained and serviced.
  • Schedule routine maintenance and repairs. 
  • Maintain strict security measures to protect sensitive data and prevent unauthorized access to ID production equipment and databases.

 

7.            Provision of Administrative Assistance

  • Maintains routine and confidential correspondence files/documents;
  • Maintaining Country Office staff lists and all LCSSB data
  • Supervision for the collection of data from primary or secondary data sources and maintain databases/data systems (25%).
  • Perform administrative duties using standard policies, procedures, and guidelines
  • Record and file all documents received, produced and processed at office as well as SOC and CCC
  • Coordinate meeting schedules, maintain office task plan and confirm weekly agendas in advance
  • Provides general administrative assistance to the SA
  • Maintains a database on contact details in relation to host country security authorities;

Required Skills and Experience

 
Education:
 
High School Education is required. University Degree in security studies is desirable. 
 
Experience:
 
  • A minimum of 5 years of successive experience in the security related field is required.
  • A minimum of 2 years’ experience in Administration and Finance Field
  • Good knowledge of UN Security Communication System (GSM, VHF, Sat phone, Eta) or Experience with Diplomatic security system or international NGOs security communication system.

Language requirements (Required / Desired)

  • Fluency in English, Fluency in Ghanaian language is required.

 

Other Skills

  • Good knowledge of Security Risk Management, Residential Security Measures, Security Plan, and Contingency Plan.
  • Good knowledge of Inspira, UMOJA, Ineed, Quantum 
  • Good knowledge of Ghana is desirable.
  • Possession of a valid driver’s license
