Background

UN Women Papua New Guinea (PNG) is seeking the services of an experienced Organizational Development Consultant to assist in improving the overall efficiency, effectiveness, and performance of the Papua New Guinea UN Women Country office.

The purpose of this Terms of Reference (TOR) is to outline the scope, objectives, and methodology for conducting a fit-for-purpose assessment of the UN Women Papua New Guinea and simultaneously strengthening its resource mobilization strategy. This exploratory and forecasting exercise aims to assess the office's efficiency, ensuring it is adequately structured and equipped to fulfill its mandate in line with Papua New Guinea’s national priorities and the United Nations Sustainable Development Cooperation Framework.

The PNG office is poised for a promising future, having achieved remarkable success in resource mobilization efforts, ensuring adequate funding for its strategic endeavors. Building on these achievements, the upcoming fit-for-purpose review is designed to position the office for positive transformation, potential growth, and further progress. The primary objective of this review is to enhance PNG CO internal performance, with a focus on increasing organizational efficiency, effectiveness and strengthening internal governance.

The all-embracing goal is to foster a conducive environment for growth and expansion, enable PNG CO to broaden its donor base and extend its impact in advancing GEWE in Papua New Guinea. With a strong resolve to facilitate positive change, PNG CO looks forward to embracing this transformative process and seizing new opportunities for continuous improvement and growth.

Duties and Responsibilities

2. Context:

UN Women PNG CO embarked on designing the SN 2023-2027 to continue supporting national stakeholders in advancing gender equality and empowerment of women in line with internationally agreed normative standards.

The UN Women PNG CO has through its current SN. 2018-2022 made important contributions to gender equality and the empowerment of women in an extremely patriarchal and complex operating environment. This has included at the grassroots level through empowering women and men as agents of change, institutionalizing women’s voice mechanisms, and at the national level where key policies have been influenced from a gender lens.

To achieve the results set out in the SN, UN Women PNG is implementing a wide range of programmes and projects with the support of responsible parties, including government, civil society organizations, international development partners and private sector actors.

UN Women PNG CO has a medium size profile consisting of 42 personnel (11 positions are funded through core, 5 through Institutional Budget and 26 through non-core funds). Thirteen of the 42 positions are part of operations (11 in core operation functions) which represents almost 30 per cent of the workforce. The office structure includes the Head of Office, Deputy Representative, Operations Manager (who act as the Senior Management Team (SMT). Currently, though not reflecting the ideal structure, other senor team members are Spotlight Project Manager, Women Make Change Technical Specialist (Vacant), National Programme Specialist (Vacant) and Strategic Partnership Programme Management Specialist (full organigram to be provided as part of desk review documents).

The plan is to maintain, reinforce and scale up PNG CO’s financial and human resources /in-house technical expertise in key strategic areas, to consolidate the presence, added value of UN Women in PNG and create an enabling environment for growth. PNG CO has been promoting leadership of personnel and horizontal management through practices such as power-sharing by deepening the “leadership bench” among personnel; regular all-personnel meetings to share information and learning.

3. Purpose and Methodology

The purpose of this assignment is twofold:

  • To conduct a “fit for purpose” assessment that will enable UN Women position itself solidly as it commences implementation of its new Strategic Note in its effort to contribute meaningfully to implementation of the UNSDCF, national development priorities, the SDGs and the general advancement of GEWE aspirations in PNG.
  • Bolster on-going Resource Mobilization efforts to enable the CO to generate required resources to deliver on its mandate over the next 5 years.

The specific focus based on two above priorities are as follows:

A. Fit-for-Purpose Assessment:

  • With the engagement of the CO Team, assess the alignment of the CO organigram, structure, division of functions and teams with the strategic goals defined in its SN, UNSDCF and future opportunities.
  • Assess the current organizational structure, culture, and operational processes including internal management and reporting processes; an analysis of the financial systems and planning; an assessment of the monitoring, evaluation and learning processes; HR architecture, staff technical capacity, communication (internal and external), growth culture and donor relations and resource mobilization
  • Participatorily assess the efficiency of programme implementation and resource utilization, including time use, possible functional overlapping, teamwork, and the participation in coordination space and management structures.
  • Working with the team, identify strengths, weaknesses, opportunities, and threats in the office's functioning, areas for improvement, and opportunities for growth, with the purpose of improving efficiency, capitalizing on opportunities and offering concrete recommendations to enhance CO structures to be fully fit-for-purpose.
  • Provide recommendations for optimizing the office's structure, management arrangements, processes, and operations and enhance its personnel’s wellbeing to better achieve its mid-long-term objectives.

Strengthening Resource Mobilization Strategy:

  • Evaluate the effectiveness and efficiency of the existing resource mobilization efforts.
  • Identify potential funding sources and partnership opportunities aligned with PNGCO development priorities, the UN Sustainable Development Goals /UNSDCF and UN Women’s Strategic Note (paying particular attention to it triple mandate).
  • Building on recant resource mobilization efforts and strategy, conduct donor intelligence to enable co-development with the team a rapid resource mobilization plan, that complements the existing resources mobilization strategy, that identify donors’ existing interests, potential quick wins and defines resource mobilization to be explored by the CO with bilateral/multilateral donors, private sector and non-traditional donors.

4. Scope of Work:

  • The consultant will be responsible for the following tasks and deliverables:
  • Conduct an initial organizational assessment, including interviews with staff and other key stakeholders.
  • Analyze the current organizational structure, culture, and communication processes.
  • Conduct a SWOT analysis, this will help appreciative inquiry to guide practices for continuing within the UN Women PNG office.
  • Administer employee satisfaction and morale assessments to gauge workforce contentment and identify areas for improvement.
  • Develop a detailed Organizational Development Plan that includes strategies for improvement in areas such as leadership, team dynamics, talent management, and performance measurement.
  • Provide recommendations for enhancing organizational communication, employee engagement, and change management.
  • Present findings and recommendations to senior management and key stakeholders.
  • Provide ongoing support and guidance as needed during the implementation phase.

Fit-for-purpose assessment will be conducted through a combination of qualitative and quantitative methods, including but not limited to: Organizational structure and governance mechanisms, UN coordination spaces, UN Women coordination spaces and teams, Internal communication, reporting lines and reporting mechanisms, Relationships between programmatic units/teams and operations’ management processes

  • Stakeholder consultations: Engaging with key internal stakeholders to gather diverse perspectives.
  • Surveys and data analysis: Gathering data on programme performance, resource allocation, information flows, reporting lines to inform evidence-based recommendations.
  • Comparative analysis: Examining best practices and lessons learned from other relevant organizations and offices.
  • Assessment with staff to collect data regarding workplace issues and concerns.

     B. Strengthening Resource Mobilization Strategy:

  • The strengthening of the resource mobilization strategy will be achieved through:
  • Document review: Analyzing past resource mobilization documents, financial data, and funding proposals.
  • Stakeholder consultations: Engaging with key internal and external stakeholders, including government counterparts, donors, and development partners, to understand their funding priorities and expectations.
  • Donor intelligence, mapping and analysis: Identifying potential funding sources, their focus areas, and preference.

Required Skills and Experience

Education

  • Master’s Degree in international development studies, gender/women’s studies, business studies, communication, economics, political science, related social sciences, or any other related discipline.

Experience and Knowledge

  • A minimum 10 years of relevant work experience in development sector including on change management processes, partnerships, and resource mobilization.
  • Proven understanding of development work in the area of gender equality and women’s empowerment.
  • Experience in working with donors, international organizations, or the UN previously in similar assignments is an asset.

Language skills

  • Excellent command of written and oral English; and
  • Knowledge of additional UN language is an asset.
