Under the supervision of the Regional Emergency Adviser (Humanitarian Section), the Consultant will provide coordination support to the UNICEF MENA Regional Office for crisis management response across the region.

How can you make a difference? 

Scope of Work 

UNICEF is responding to an unprecedented number of emergencies in the Middle East and North Africa (MENA) region, including two L3 emergencies (Sudan and State of Palestine), one L2 emergency (Yemen), and several protracted complex emergencies (e.g. Syria) and sudden-onset emergencies (e.g. Morocco earthquake and Libya Floods). The situation in the MENA region remains tense with upsurge of violence in Lebanon and Syria. The likelihood of further deterioration of humanitarian situations is very high, not least with the consequences of escalating conflict in the State of Palestine since 7th October. UNICEF is scaling up its capacity to strengthen contingency and response planning and delivery. This coordination role is critical to enable continued support to country offices and help strengthen the coordination of crisis response across the MENA Regional Office.

In accordance with the Core Commitments for Children (CCCs) (2020) and emergency procedures, that outline the actions and standards that enable UNICEF to implement high-quality humanitarian actions through the effective use of resources and adequate operational support, the Consultant will support the MENA Regional Office to:

  1. Coordinate MENA Regional Office Crisis Management Teams and Technical Teams meetings in response to various emergencies in the region, including calendar and agenda management, drafting of minutes and follow-up Actions Trackers.
  2. Develop and support implementation of an efficient coordination system for Crisis Management in MENA Regional Office, including standard processes and tools, meeting ToRs, participants lists, tracking tools, etc.
  3. Support systematic humanitarian planning and financing processes.
  4. Other tasks as required.

To qualify as an advocate for every child you will have… 

  • An advanced university degree (Master’s or higher) in Advanced university degree in social sciences, public administration, law, international relations, business administration or other related disciplines.
  • At least five years of progressively responsible professional work experience in emergency preparedness and response, research and analysis, monitoring and evaluation, and coordination at the national and international levels.
  • Strong writing skills and demonstrated ability to collect, analyse and present data efficiently and effectively. Direct experience in, and/or familiarity with, UNICEF emergency operations is required.
  • Fluency in English is required. Knowledge of another official UN language relevant to the region (Arabic, French) is an asset.
