Functional Responsibilities
- Support the development of a comprehensive annual plan for the LEO, aligning with organizational goals and objectives.

Assist with the revision and update of plan based on the shifting strategic landscape and emerging priorities.

Support in generating data-driven budget forecasts to inform financial decision-making and foster their use.

Support the preparation of and submit quarterly, biannually, and yearly performance reports, including analysis of progress, challenges, and recommendations for improvement.

Respond to ad-hoc reporting requests from stakeholders promptly and accurately.
-
Ensure proper documentation and archiving of all relevant reports and supporting materials.
-
Assist in designing and implementing a practical M&E framework for the department.

Collaborate with stakeholders to define key performance indicators (KPIs) and data collection methods.

Support the LEO in implementing a systematic monitoring process to track its activities against planned timelines, deliverables, and performance indicators.

Provide regular reminders and support to the team regarding their monthly plans and progress.
-
Support the design and maintenance of a user-friendly dashboard to monitor, visualize, and communicate LEO performance data to stakeholders.

Support other medical service technical staff on monitoring, evaluation, and learning-related activities.

Support the design of tailored data collection tools and methodologies for various fieldwork activities, ensuring high-quality, reliable, and timely data.

Support the establishment and maintenance of a robust data management system to store, organize, and safeguard collected data.

Assist in analyzing and interpreting data from various sources, including supervision findings, surveys, and routine monitoring.

Support the LEO in identifying and tracking key performance indicators (KPIs) and using data visualization techniques to communicate results to stakeholders effectively.

Compile and organize guidelines, manuals, and strategic plans in a centralized repository for easy access and reference.
-
Support the development of a knowledge management system that promotes efficient document retrieval, version control, and collaboration among team members.
-
Store valuable documents (e.g., reports, research findings, and other MS-related materials) in MS-KM-Hub and support the promotion of its use as a critical resource for information sharing and learning.

Perform other tasks within the scope of the role
Deliverables will include documents and tools produced with assistance and support of the M&E officer, including, but not limited to:

Key performance indicators (KPIs) to measure MS performance and data visualization techniques to effectively communicate results to stakeholders.

Centralized repository for all desk guidelines, manuals, and strategic plans.

Knowledge management system that promotes efficient document retrieval, version control, and collaboration among team members.

Valuable documents (e.g., reports, research findings, and other MS-related materials) stored in MS-KM-Hub and promoted as a critical resource for information sharing and learning
Education/Experience/Language requirements

A first University Degree (Bachelor’s Degree or equivalent) in Public Health, or related fields is required. OR
-
Advanced university degree (Master’s Degree or equivalent) in Health Monitoring and Evaluation or related fields is desirable.
Experience
-
A minimum of two (2) years relevant work experience working in public health and HRH related training programs is required
-
At least two (2) years of experience in project monitoring and evaluation (preferably in health medical service projects) is required.

M&E experience in health medical service is desirable.

Analytical and data visualization skills are an added advantage.
-
Proficiency in data collection and information processing software is desirable
-
A good understanding of the government health policy, strategies, and initiative plan of the medical service program is an asset.

Strong organizational skills and ability to work independently is desirable.
-
Excellent writing and strong interpersonal communication skills is desirable.
- Fluency in spoken, written and reading English is required.
- Knowledge of another UN official language is an asset.
