Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) has reinforced its presence in Armenia to support the Government in the response to the influx of refugees from Nagorno-Karabakh. FAO is implementing an integration programme targeting refugee households and host communities in rural areas to support agricultural production and food systems with the aim of protecting the food security and launching or strengthening income-generating agricultural livelihoods. The programme incorporates innovative approaches to easing access to increased land for cultivation through leasing and consolidation. In 2024, FAO intends to expand the programme geographically, incorporating a grants component to strengthen both primary production and agricultural value chains. FAO works closely with the Ministry of Economy, which has responsibility for the agriculture portfolio. FAO is the co-lead of the Government and UN Food Security Working Group and an active participant in the Resilience Working Group.


Reporting Lines

The Response Specialist reports to the FAO Representative for Armenia and works under the supervision of the Assistant FAO Representative (Programme).


Technical Focus

Development, coordination and implementation of FAO’s agricultural livelihoods integration programme.


Tasks and responsibilities

• Oversee the development and delivery of the FAO integration programme, establishing programme and operational objectives and monitoring progress to ensure that all activities are carried out in line with the work plan and the project document; identifies inconsistencies and delays and, when necessary, proposes corrective measures to overcome operational constraints
• Coordinate the work of the in-country technical multi-sectoral teams, project managers, field offices and Emergency and Resilience response team for a strategic, evidence based and effective FAO integration programme development and delivery.
• Lead the identification, formulation and preparation of programme and project proposals and actively engage in on the ground resource mobilization efforts as well as contributing to HQ and regional office-led donor engagement.
• Ensure appropriate data is gathered and analyzed to develop relevant and targeted evidence-based solutions.
• Lead operational preparedness initiatives including for rapid procurement of inputs, development of cash and voucher interventions.
• Facilitate the development and delivery of effective communication, advocacy and other strategic materials.
• Oversee FAO participation in and contribution to the Food Security Working Group.
• Support the incorporation of monitoring, evaluation, accountability and learning (MEAL) systems.
• Coordinate the preparation of briefs and comprehensive reports on FAO’s programme and priorities in the country; ensure timely dissemination of information to the Government, donor community, UN system organizations and NGOs. Coordinate the identification of policy implications and monitors relevant policy issues for the implementation of FAO's programmes.
• Liaise with government officials, UN system organizations, humanitarian and development partners and beneficiaries on country programme implementation and delivery at the appropriate level to ensure coordination and complementarity.
• Perform other related duties as required.

Minimum Requirements

• University Degree preferably in Management, Administration, Economics or related fields;
• At least 5 years of experience in public and/or private sectors related to programming, planning and technical cooperation in food and agriculture, including experience in developing countries, especially in countries that are vulnerable to disaster or other emergency risks;
• Working knowledge of English (Level C) and limited knowledge (Level B) of Russian.
