Functional Responsibilities
Reporting to the Portfolio Support Specialist, the Logistics Support Specialist will carry out the following tasks:
Humanitarian Support Coordination

Liaise with humanitarian and mine action partners in Egypt and in any coordinated support to Palestine and especially Gaza relief efforts

Represent UNMAS Palestine Programme within relevant cluster working groups. Ensure attendance and representation of UNMAS during relevant cluster meetings

Relate proactively with civil society and non-governmental actors in support of coordinated humanitarian response; ensure contractual obligations or partnership obligations are duly adhered to by implementing partners and recipients of financial contributions.

Liaise with government representatives in Egypt and in the region in support of logistics, operations and humanitarian response for cross-border support into Gaza.

Engage in any other coordination as relates to support services in order for the team to fulfill their operational objectives
Logistics Coordination

Plan, coordinate and implement logistics activities to ensure timely, cost-effective service and safe delivery of goods to clients, in accordance with UNOPS Financial Rules and Regulations and UNOPS Procurement Manual.

Develop logistics standard operating procedures.

Manage the logistics component of the supply chain in coordination with the procurement Officers.

Ensure full compliance with the Financial Regulations and Rules of UNOPS and its Procurement Manual.

Liaise and coordinate with partners, suppliers, freight forwarders and different government offices to ensure efficient and effective customs clearance and delivery of procured items.

Facilitate planning, designing and implementation of appropriate logistics systems including warehousing and in-country transport capacity, including the establishment of Long Term Arrangements and frame agreements for e.g. customs clearance, storage, transport and distribution as might be required.

Develop monitoring tools related to logistics activities and ensure it is updated on a regular basis.

Maintain and monitor the monitoring tool and identify and rectify operational hindrances.

Establish operating systems and procedures for humanitarian activities of the team based in Egypt; establish office structures and physical / communication support structures for work in Egypt.

Facilitate the engagement and provision of high-quality results and services of the logistics team supervised through effective recruitment, work planning, performance management, coaching, and promotion of learning development.
Education/Experience/Language requirements
Education
-
A Master’s Degree or equivalent with 5 years of relevant experience; or
-
A Bachelor's Degree or equivalent with 7 years of relevant experience.
Certification
-
CIPS and/or other Procurement Practitioner Certifications would be considered is desired.
Work Experience
-
Relevant experience is defined as experience at the national or international level in logistics, support services, legal or customs support, humanitarian coordination, operation management, or supply chain management.

Knowledge of UN rules and regulations, particularly UNOPS procurement and logistics procedures is desired.

Experience working with government or humanitarian entities is desired.

Experience in working with logistics and supply chain management systems is desired.

Fluency in English is required - Speak, Read, Write
