Purpose of consultancy

To contribute to the development of technical partnerships for the Division of Emergency Intelligence and Surveillance Systems.

To provide technical and partnership development expertise toward the realization of the Division’s objectives.

Background

The Health Emergency Intelligence and Surveillance Systems Division (WSE) is responsible for building a system of collaborative intelligence enabling better decisions to avert and manage public health threats and risks. Its goal is to enable, strengthen and support countries, regional and global actors in averting and managing public health threats and risks through collaborative problem solving and decision-making for short-term action and long-term policies, informed by better data and analytics.

A recently established division, WSE works on a variety of projects aimed at implementing collaborative surveillance, with a wide range of partners and donors.

Deliverables

  • Facilitate the partnership management activities with WSE’s institutional partners (e.g. Robert Koch Institute, the European Commission’s Health Emergency Preparedness and Response Authority (HERA)).
    Expected by: monthly.
  • Coordinate the engagement between the WHO Pandemic Hub and the Office of the WHO Representative to the European Union (WEU).
    Expected by: monthly.
  • Develop funding proposals aligned with the WSE Division priorities.
    Expected by: September 2024.
  • Contribute to the implementation of the African Health Security Partnership project, prepare monthly coordination meetings agenda; prepare technical report to donor.
    Expected: by June 2024.
  • Coordinate the implementation of the EU4Health2022 grant to WHE, prepare/organize quarterly coordination meetings and semi-annual steering committees and draft progress report.
    Expected by: end February 2024.
  • Provide technical expertise to support WSE’s development of its OneHealth and Environmental Surveillance portfolio; conduct desk research, develop concept notes and proposals, and actively contribute to the relevant communities of practice (e.g. via the International Pathogen Surveillance Network).
  • Provide strategic advice to WSE Management in support of its engagement with complex multigovernmental and multisectoral entities, including the EU and United States Government (e.g. via concept notes and position papers).

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced university degree in Public Health or Health and Health sciences or Health Policy and Management.

Desirable:

  • A PhD or DVM degree in similar disciplines.

Experience

Essential:

  • Over 10 years of relevant experience in program and/or grant management.

Skills/Knowledge:

  • Project management skills related to projects or technical tasks of high complexity or specialization.
  • Demonstrated ability to engage substantively at executive level.
  • Knowledge of the relevant US Government and EU agencies.
  • Familiarity with the OneHealth sector and stakeholders.
  • Familiarity with the Biosecurity sector.

Languages required:

Essential:

  • Expert knowledge of English.

Off site: Home-based.

Travel

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level C - USD 10,000 - 12,500 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

  • Please note that WHO’s contracts are conditional on members of the workforce confirming that they are vaccinated as required by WHO before undertaking a WHO assignment, except where a medical condition does not allow such vaccination, as certified by the WHO Staff Health and Wellbeing Services (SHW).
