The Environment Directorate (ENV) supports governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient and low-carbon green growth path. The ENV team is made up of environmental economists, analysts and scientists who collect data, develop indicators, review country performance, undertake cross-country analysis and provide policy recommendations.

The Environmental Performance and Information (EPI) Division carries out work on the Inclusive Forum on Carbon Mitigation Approaches (IFCMA), the International Programme for Action on Climate (IPAC) and broader work on environmental policy instruments (PINE), among others.

Job Description

Role

The Young Associate will be part of a team of analysts, statisticians, and data scientists and will report to the Senior Economist and the Head of Division. The Young Associate will assist in the collection, treatment and documentation of data, in the management and updating of the associated databases, in the development of innovative methodologies for indicators, and in the preparation of related statistical and indicator-based reports with visually appealing material.

Main Responsibilities

  • Contribute to the Division’s data collection efforts on environmental and climate policies. Assist in daily management of the relevant databases of policy microdata (e.g. IFCMA, Climate Actions and Policies Measurement Framework (CAPMF), PINE, Environmentally Related Tax Revenue (ERTR), Fossil Fuel Support (FFS)).
  • Contribute to the Division’s effort to produce harmonised and complete data on greenhouse gas emissions (GHG) and their drivers by identifying data sources, collecting data and verifying reliability and consistency.
  • Check data for completeness, consistency and plausibility. Liaise with data providers to resolve data anomalies and definitional issues and ensure best use and interpretation of the available data.
  • Support the development and analysis of new or improved policy indicators. Assist in developing state-of-the-art indicator methodologies and other methodologies, e.g. related to linking climate policies to their GHG emissions base.
  • Contribute to the development of tools and products to disseminate data, indicators and analytical results (OECD.Stat, Environment at a Glance, Climate data repository, OECD Climate hub, etc).
  • Contribute to drafting statistical and indicator-based reports to support the Division’s deliverables.

Qualifications

Ideal Candidate Profile

Academic Background

  • Undergraduate degree in economics or public policy with a strong focus on environmental economics, climate policy, energy policy or a related discipline as well as a strong quantitative component (statistics, econometrics) (graduation date between 1 January 2023 and 1 September 2024). Applications from candidates who already hold or are enrolled in a Master’s, PhD, or equivalent degree will not be considered.
  • Course work in at least three of the following areas is required: environmental economics, climate policy, energy policy, sustainability, statistics, econometrics.

Skills

  • Excellent knowledge of climate policy and climate policy instruments documented through relevant coursework or previous job experience.
  • Very good knowledge of state-of-the-art methods for quantitative data analysis. Hands-on experience with conducting statistical analysis is a big advantage.
  • Excellent written and oral communication skills, as well as strong analytical abilities.

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or willingness to learn, the other.
