The Directorate for Employment, Labour and Social Affairs (ELS) leads the OECD’s work on employment, social policies, international migration and health, helping governments promote better policies that create quality jobs and improve health outcomes for patients and populations, among others. 

The Health Division (HD) helps countries achieve high-performing and resilient health systems by measuring health outcomes and the use of health system resources as well as by analysing policies that improve access, efficiency and quality of health care.

Job Description

Role

The Health Division is looking for a Young Associate to contribute to OECD work on measuring the nature of the transformation of health systems into the digital age. This will include the extent of the digitalisation of health systems, the adoption of digital tools, the harmonisation of policies that enable cross-border collaboration in health data and digital tools, and perspectives from the public on digitalisation. They will work within a team of economists, digital experts, and health experts under the supervision of a Senior Health Economist.

Main Responsibilities

  • Perform desk research into leading practices and policies that support measurement of digitalisation of health systems.
  • Contribute to development and analysis of surveys to understand practical application of policies in countries, risks and barriers to measurement of digitalisation, and methods to overcome barriers and mitigate risks.
  • Assist with working and expert groups by facilitating discussions to share knowledge and co-develop solutions that lead to consensus.
  • Enable economic analysis of the impact of improved digital adoption on health systems and health outcomes to support business cases for digital investments.

Qualifications

Ideal Candidate Profile

Academic Background

  • Undergraduate degree in economics, social policy, public policy, engineering, management, international relations or related discipline (graduation date between 1 January 2023 and 1 September 2024). Applications from candidates who already hold or are enrolled in a Master’s, PhD, or equivalent degree will not be considered.
  • Course work in two of the following areas is required: economics, statistics, data science, public health, health economics and policy.

Skills

  • Excellent written and oral communication skills, as well as very good research and analytical abilities.
  • Statistical and quantitative skills; knowledge of statistical software, such as STATA, R, SAS, or SPSS would be an asset.

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or willingness to learn, the other.
