UNDP Thailand Country Office (CO) has reorganized internally and moved towards an integrated collaborative business model. An energetic and innovative team converges around the planning, design, implementation and quality assurance of an integrated programme in a fast-paced environment. Fostering strategic partnerships and alliances with different stakeholders will require a team which consistently approaches work with energy and a positive, constructive attitude and has a strong client orientation.

In this context, UNDP Thailand is seeking for a Results Based Management and Monitoring and Evaluation Analyst (RBM/M&E Analyst) who will primarily focus on leveraging programme & management results support services to facilitate continuous learning and high performance of the CO. The RBM and M&E Analyst promotes results-based management and a programme effectiveness approach by leading the implementation of innovative and effective monitoring and evaluation frameworks, systems and tools. The Results Based Management and Monitoring and Evaluation Analyst provides technical support on M&E and reporting practices to programme and project teams. Where relevant the RBM and M&E Analyst will also support programme quality assurance and developing relevant systems.  The M&E Analyst promotes a collaborative, efficient, client-focused, evidence-based, and portfolio management approach.


 
Duties and Responsibilities
 

Under the direct supervision of the Deputy Resident Representative—the Results Based Management and Monitoring and Evaluation Analyst promotes results-based management and a programme effectiveness approach by leading the implementation of innovative and effective monitoring and evaluation frameworks, systems and tools. The RBM/M&E Analyst provides technical support on M&E and reporting practices to programme and project teams. Where relevant the Analyst will also support programme quality assurance and developing relevant systems. The Analyst promotes a collaborative, efficient, client-focused, evidence-based, and portfolio management approach.

The specific tasks include maintaining an integrated planning, monitoring and reporting system, supporting results-based management of the country programme, ensuring quality assurance of programmes and projects and providing technical support on monitoring and evaluation, and reporting practices to the Country Office senior management, programme and operations units. S/he also works with the UNDP programme and operations teams, programme staff in other United Nations Agencies, UNDP HQ staff and Government officials, technical advisers and experts, multi-lateral and bi-lateral donors.

Ensure coordination and efficient support to monitoring, reporting, evaluation and results-based management of Country Office programmes and projects.

  • Serve as the UNDP Country Office (CO) focal point for the provision of overall technical and policy advisory support on monitoring and evaluation (M&E) and results-based management (RBM) requirements and activities to CO programme and project managers, UNDP CO staff concerned with monitoring and evaluation.
  • Coordinate UNDP Country Programme and CO level integrated planning, monitoring, and results and donor reporting processes.
  • Establish realistic plan of research, monitoring and evaluation activities that will provide the most relevant and strategic information to manage the Country Programme, including tracking and assessing UNDP’s distinct achievements and contributions. 
  • Ensure the effective implementation of the above-mentioned plan.
  • Advocate the adherence to UN/UNDP policy positions on monitoring and evaluation, results-based management, and quality assurance, as applicable, and ensure their mainstreaming into all aspects of the COs programme interventions. Provide guidance on the systematized, effective application of RBM, M&E and quality assurance tools throughout the full programme/project cycle from the design to implementation, reporting and during the timely closure of projects. 
  • Ensure compliance to corporate programming policies and reporting cycles, including quality ROAR (Results Oriented Annual Reporting) which are related to annual Country Office Business Plan and Integrated Work Plan, CO Project Work Plans ensuring Baselines, Milestones and Targets exist.
  • Ensure gender equality, disability inclusion, and Leave No One Behind (LNOB) principles are an integral part of UNDP programmes and operations and that these considerations are fully mainstreamed into programming and reflected in programme/project design, monitoring, reporting and evaluations in line with the UNDP Gender Equality and Disability Inclusion Strategies, UNSDG Operational Guide for Country Teams on LNOB, and available regional guidance.

Implement and participate in the design of monitoring and evaluation frameworks, systems, and tools, and as applicable, conduct programme quality assurance in keeping with corporate policies.

  • Provide technical support to ensure that CO’s monitoring systems are properly designed with clear sources of data and responsible parties, and that data collection and analysis from field visits are coordinated and standardized across projects to feed into the integrated programme performance monitoring. 
  • Establish internal and external monitoring, data collection and verification systems, including field monitoring visits, training and event feedback, baseline and endline surveys, third party monitoring, and systems of collecting stakeholder and beneficiary feedback and /or any other data collection interventions, surveys in the country office.
  • Collect reliable and coherent data using the corporate and CO’s templates to assess country programme progress and results. Provide regular updates to programme and project teams using latest M&E and IT tracking tools to enhance efficiency and effectiveness in the monitoring processes.
  • Provide analysis and synthesis of monitoring and evaluation reports and other data sources to assess on the effectiveness and impact of UNDP programme. 
  • Ensure regular and timely update of the Evaluation Resource Centre (ERC). Contribute to project oversight by providing quality assurance for evaluation processes and implement Quality Assurance assessment against UNDP Independent Evaluation Office’s criteria for all project, programme and thematic evaluation TORs and reports. Draft and review management responses to the evaluations and monitor their implementation.  
  • Consolidate evaluation findings, lessons learned and recommendations to be disseminated in learning events and channeled into decision-making processes. Analyze and synthesize monitoring and evaluation reports and other data sources to assess the effectiveness and impact of UNDP CO programmes. Follow up on implementation of audit and evaluation recommendations by CO and project teams.
  • Support the CO management to track, analyze and propose measures to mitigate programme and project risks, including social and environmental risks, against enterprise risk management policy and framework. Monitor the risk dashboard and guide the CO staff in formulating the programme and project risks in a high-quality manner. 
  • Support policy and programme teams with strong Theories of Change and Results Framework with baselines, milestones and targets for new projects and programmes, ensure resources are allocated for M&E as per UNDP Policies.
  • Coordinate programme and substantive monitoring and evaluation of the CPD and projects, identification of operational challenges, development of solutions. 
  • Support the programme team as they prepare for CO programmatic audit and follow up.
  • Act as a focal point for conducting and monitoring of the project quality assurance tool (PQA).

Support Partnership engagement.

  • Liaise with UN agencies in Thailand, and UNDP country and regional offices to develop partnerships, benefit from experiences and forge partnerships for innovations in monitoring and evaluations.
  • Act as UNDP’s representative to UNCT monitoring and evaluation practices including with the UNSDCF M&E and Data groups.

Support the Team Collaboration, Capacity Building and quality programme management services.

  • Develop and implement capacity building strategy for national partners and institutions vis-à-vis UNDP programming. 
  • Exercise effective leadership in implementing capacity development plan on M&E for the CO ensuring that Country Office staff has the knowledge and skills to fulfil their M&E responsibilities. 
  • Provide sound contributions to associated knowledge networks and communities of practice.
  • Provide inputs to and update of outreach/publicity material geared towards partners and donors. 
  • Organize learning, training, and capacity building activities on monitoring and evaluation, RBM, data collection and survey methods, gender mainstreaming and portfolio approach for CO staff and programme and project teams. In close collaboration with relevant teams in the BRH and HQ, contribute to development and delivery of training packages to strengthen CO partners’ capacities in  programme and project monitoring and oversight. 
  • Support the identification, synthesis, documentation, and dissemination of key lessons learned and good practices derived from monitoring and evaluation activities on what works, what does not work, revised theories of change to identify innovative ideas for their scaling or replication.

Required Skills and Experience

 
Education:
  • Advanced university degree (Master's degree or equivalent) in social sciences, in economics, business administration, statistics, social sciences or related fields.  OR
  • A first-level university degree (Bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • Certification in programme/ project management (e.g. Managing Successful Programme, Project Management Professional, PRINCE 2, etc.) would be an advantage
Experience:
  • Minimum Up to 2 years (with Master’s degree) or 2 years (with Bachelor’s degree) of relevant experience at the national and/or international level in in M&E, programme and/or team management working with quality assurance instruments, results-based management models, and multiple stakeholders.
  • Demonstrated experience and proven technical knowledge of the results-based management cycle and monitoring and evaluation is desired.
  • Proven experience in designing monitoring and evaluation systems and designing development projects or integrated portfolios is desired.
  • Proven ability to work with quantitative and qualitative data, and appropriately use qualitative data /information collection tools in innovative ways is desired.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.), and web-based management systems, and up-to-date, advanced knowledge of data management tools and database packages.is an asset.
  • Experience in designing, implementing and/or managing assessments and/or data collection exercises/processes is desired. 
  • Experience conducting applied research projects and reporting on findings is desired.

Language:

  • Proficiency in English and Thai are required.
