The main objective of the consultancy for the analysis of the "Development of a Concept Note for GCF Readiness Proposal for the Creating the enabling conditions for the implementation and design of the Loss & Damage Mechanism in Honduras" will be to develop a concept note for a project for the design, establishment and operationalization of Loss and Damage Mechanism in Honduras. The concept note shall be developed in accordance with GCF guidance on concept notes available at https://www.greenclimate.fund/document/concept-note-template. The concept note shall target the GCF Readiness Programme and shall be designed under the implementation and execution of an accredited entity determined by the National Designated Authority of Honduras to the Green Climate Fund, namely, the Ministry of Natural Resources and Environment (SERNA). Product 1: Work plan and schedule Document defining the proposed methodology for the development of the established products, indicating stages, formats for the construction, socialization and validation processes (workshops, bilateral meetings, technical consultations, meetings with groups of experts, official platforms). Product 2: Cost-benefit and Co-benefit analysis. Document presenting the cost-benefit and co-benefit analysis of the project idea for creating the enabling conditions for the implementation and design of the Loss & Damage Mechanism in Honduras. Product 3: Concept Note Components A and B Document presenting the Component A (Project/Programme Summary) and Component B (Project/Programme Information) for the concept note of the project idea for creating the enabling conditions for the implementation and design of the Loss & Damage Mechanism in Honduras Product 4: Concept Note Components C and D Document presenting the Component C (Indicative Financing/Cost Information) and Component D (Supporting Documents Submitted) for the final concept note of the project idea for creating the enabling conditions for the implementation and design of the Loss & Damage Mechanism in Honduras. Product 5: This product will contain two documents: a. Mapping and characterization of sources of information and actors in the consultancy process. Document with actors and sources of information consulted for the development of each of the defined products. b. Report on means of support and verification. Document evidencing the development of the consultancy process through the compendium of meeting minutes, attendance lists, photographs, videos, and any other element considered as support. The consultant will be responsible for the execution of the following activities: a) Organize meetings with Plan A and the Ministry of Natural Resources and Environment (SERNA) to agree on the details of the process and each defined product. b) Organize a meeting for the socialization/validation of the work plan and schedule with Plan A and SERNA. c) Conduct interviews and work meetings with actors linked to the objectives of the consultancy. d) Collect and review information related to the design and implementation of a Loss and Damage mechanism in Honduras, to inform the elaboration of the Concept Note. This will include conducting interviews, work sessions and workshops with key stakeholders. e) Liaise with the country NDA on identifying GCF Accredited Entity that will engage in the elaboration of the Concept Note and further project development and implementation. f) Hold work sessions/workshops with a Concept Note working group (to be defined by the Ministry of Natural Resources and Environment) to present draft sections of the Concept Note and finalize the Concept Note drawing on inputs from the Concept Note working group. g) Submit final proposal of Concept Note to the NDA and country level no-objection process for review. h) Document and systematize the processes and actions that led to the development of products. i) Maintain a relationship of coordination and constant communication with the Plan A Honduras project team and the National Directorate of Climate Change of SERNA through periodic meetings to track progress. j) Validate products and deliverables with the instances defined at the beginning of the consultancy. k) Deliver inputs and validated versions of products in their original format, when requested. l) Deliver versions of the products in presentation format (power point and/or prezi), when requested.

Duties and Responsibilities

The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The United Nations Environment Latin America and the Caribbean Office (LACO), located in Panama City, Panama, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). To implement the Agenda 2030 for Sustainable Development and its Sustainable Development Goals (SDGs), the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement and the priority actions defined in countries’ Nationally Determined Contributions (NDCs). In terms of supporting countries in the region to attain the global commitments signed within the framework of the Paris Agreement, UNEP’s Latin America and the Caribbean Sub-programme on Climate Change aims at strengthening the ability of countries to move towards climate-resilient and low emission strategies for sustainable development and human well-being. In this framework, the UNEP Sub-programme on Climate Change, through its Climate Change Unit leads and supports initiatives oriented at designing, promoting, and implementing innovative mitigation and adaptation solutions at the national and subnational levels, and strengthening the transparency framework of the countries. The expected accomplishment regarding climate change adaptation is that adaptation approaches, including the ecosystem-based approach, are implemented and integrated into key sectoral and national development strategies to reduce vulnerability and strengthen resilience to climate change impacts. Furthermore, UNEP’s Sub-programme on Climate Change is also committed to ensuring that cross-cutting issues such as gender equity and women’s empowerment are effectively integrated into the development of its tasks to guarantee equitable development in line with its adaptation objectives. The consultant for the "Development of a Concept Note for GCF Readiness Proposal for the Creating the enabling conditions for the implementation and design of the Loss & Damage Mechanism in Honduras" will work from home and will operate under the general supervision of the UNEP Adaptation Programme Management Officer in the Latin America and the Caribbean Office, will assist the National Project Coordinator in the execution of the consultancy. In addition, he/she will work in close collaboration with the Technical Specialist on Climate Change Adaptation Finance, the Ministry of Natural Resources and Environment (SERNA), and other related institutions. The Ministry of Natural Resources and Environment (SERNA) of Honduras and UNEP have agreed on the implementation of the project Enabling environments to effectively plan, implement, monitor and report strategic National Adaptation Processes in Honduras, framed within the Readiness program of the Green Climate Fund (GCF), and referred as “Plan A Honduras Project: Strategic Planning of Climate Adaptation”. The project aims to sustainably build country capacity in identifying, prioritizing, planning and implementing measures that address medium and long-term adaptation needs considering UNFCCC decisions 1/CP.16 and 5/CP.17 and all elements of the UNFCCC Technical Guidelines for National Adaptation Plans (NAPs). The ultimate objective of the project is to reduce the vulnerability of Honduras to the impacts of climate variability and change, by building adaptive capacity and resilience through the integration of climate change adaptation into planning and implementation within all relevant sectors and at different levels, as appropriate, including the different line ministries, local governments, private sector, and civil society organizations. The project seeks to achieve its components and objective through: 1. Strengthening the institutional and technical capacity of the country and the participation of interested parties. 2. Strengthening strategic planning for national adaptation. 3. Financial flows and investment for adaptation measures under the National Adaptation Plan (NAP) and Nationally Determined Contributions (NDC) fostered. 4. Knowledge management of adaptation to climate change. 5. Strengthening the adaptation transparency framework. To meet the objective of the project, the UNEP Office for Latin America and the Caribbean is recruiting a consultant for the "Development of a Concept Note for GCF Readiness Proposal for the Creating the enabling conditions for the implementation and design of the Loss & Damage Mechanism in Honduras" who will be primarily responsible for developing a concept note for a project for the design, establishment and operationalization of Loss and Damage Mechanism in Honduras. The consultant will provide technical guidance to the Project Management Unit, hereinafter Plan A Honduras Project Team, and coordinate with SERNA's National Directorate of Climate Change (DNCC) and External Cooperation and Resource Mobilization Unit (UCEMR) in the development of the concept note. The incumbent will be supervised by the Adaptation Programme Management Officer of UNEP Lantin America and the Caribbean Office and will work from home.

Qualifications/special skills

ACADEMIC: - A Bachelor’s degree in finance, economics, international relations, political science, social sciences, engineering, environmental engineering or a related field is required. - Master's or Doctorate Degree in finance, economics, sustainable development, public policy, environment, climate change, or a related area is desirable. EXPERIENCE: - A minimum of 5 years of experience in project design, project management, strategic planning, and/or environmental and sustainable development projects is required. - Experience in resource mobilization, fundraising and financial management processes is desired. - Experience in the elaboration of policies in the areas of the environment, natural resources, climate change, sustainable development is desired. - Experience in achieving resource mobilization for climate change measures is desired. - Desirable experience in participatory processes and stakeholder consultations for the elaboration of project concept notes. - At least one desirable experience in the elaboration of a concept note for a GCF project or programme. - Desirable experience with the public sector. - Knowledge of processes and initiatives on adaptation to climate change in Honduras will be valued.
