PURPOSE OF THE POSITION

The purpose of the post is to provide technical support and coordination of the health system strengthening aimed at modernization and improving of service delivery across levels of care with a particular focus on health workforce in Ukraine in line with the European Framework for Action on Integrated Health Services Delivery, WHO Global Strategy on Human Resources for Health: Workforce 2030, and WHO Global Programme of Work. The incumbent will support the WHO County Office mission in guiding Ministry of Health of Ukraine and all relevant stakeholders in service delivery and health workforce leadership, management and development to accelerate progress towards Sustainable Development Goals 3,4,5 and 10.

DESCRIPTION OF DUTIES

The purpose of the post is to provide technical support and coordination of the health system strengthening aimed at modernization and improving of service delivery across levels of care with a particular focus on health workforce in Ukraine in line with the European Framework for Action on Integrated Health Services Delivery, WHO Global Strategy on Human Resources for Health: Workforce 2030, and WHO Global Programme of Work. The incumbent will support the WHO County Office mission in guiding Ministry of Health of Ukraine and all relevant stakeholders in service delivery and health workforce leadership, management and development to accelerate progress towards Sustainable Development Goals 3,4,5 and 10.
The incumbent will perform the following duties:
  • Support the Ministry of Health (MOH), National Health Service of Ukraine and other national partners as well as in developing, implementing and evaluating national strategies and policies affecting health services delivery and human resources for health.
  • Support the MOH in updating and adapting relevant guidelines related to health service delivery, including specialised care, continuity of care and patient pathways, access to care and the health service provider networks.
  • Support the MOH in updating and adapting relevant guidelines, materials and tools in human resources for health in line with overall service delivery approach.
  • Contribute to research and other analytic work on human resources for health linking it with other aspects of health system and translating global and regional evidence to country context and needs.
  • Promote educational reforms, adoption of medical education best practices, and effective integration of continuous professional development of doctors, nurses and midwives across the health-care delivery system to enhance primary health-care services for better public health outcomes.
  • Provide technical support to strengthen the availability and use of health workforce data for health workforce planning, while taking into consideration clinical guidelines and practices.
  • Coordinate together with MOH joint actions such as working groups, roundtables, meetings to facilitate both health service delivery and human resource for health strategy development and implementation at national and subnational levels.
  • Undertake jointly with MOH counterparts regular monitoring of the implementation of the BCA activities related to service delivery with a focus on human resource for health and facilitate smooth information flow between MOH and other involved institutions through sharing of reports, guidelines, and meeting minutes.
  • Prepare the missions for WHO staff and external consultants addressing service delivery programme area and follow up on their recommendations.
  • Prepare regular reports and updates to WHOCO and EURO.
  • Facilitate partner and stakeholder coordination in the area of human resources for health in Ukraine.
  • Explore opportunities for fund raising and contribute to proposal development to ensure adequate resources are available to conduct the planned activities related to human resources for health.
  • Assist in executing other tasks as requested by the WR and the Health Policy Adviser.
  • Provide support to cross-office and intercountry activities as requested.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (at Bachelor's level) in medicine or related field.
Desirable: Master's degree in the above or advanced training in health economics, public health or health systems.

Experience

Essential: At least two years of relevant professional experience in providing health services, or/and working on public health related projects and research. Demonstrated experience implementing and/or managing projects or project activities
Desirable: Relevant work experience on health services and health systems within WHO and/or UN agencies or other international organizations.

Use of language skills

Essential: Expert knowledge of English, Russian, and Ukranian language

Skills

  • Demonstrated knowledge and understanding of key WHO policies, tools and guidance materials on service delivery and human resources for health, including the European Framework for Action on Integrated Health Services Delivery (EFFA IHSD), Strengthening a competent health workforce for the provision of coordinated/ integrated health services, WHO Global Strategy on Human Resources for Health: Workforce 2030.
  • Demonstrated knowledge of the national health system, including links with reforms in other sectors such as education.
  • Deep understanding of current issues in clinical practice in Ukraine.
  • Excellent computer skills, including a standard package of office applications.

REMUNERATION

Remuneration comprises an annual base salary (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
