UNICEF Mongolia is looking for a National Consultant to strengthen shock responsive social protection system in Mongolia. The duration of the consultancy service is two months.

UNICEF Mongolia has been supporting the Government of Mongolia (GoM) in enhancing and strengthening knowledge and evidence to inform the development of a holistic, child-sensitive and shock responsive social protection system.

A few challenges have been identified within the current social protection system. For example, there is no clear knowledge and understanding of the extent to which the Child Money Programme could increase the beneficiaries’ resilience to the different types of shocks; the Child Money Programme is prone to the risk of frequent changes in design and implementation modalities; there is lacking the M&E system in the social protection sector; also responding to shocks is more ad hoc responses and lacking sustainable and systematic arrangements. In the past several years, UNICEF has developed various knowledge products and advocacy pieces understanding and responding to some of these challenges. Some of them need to be systemized and responding to the evolving political and economic situation.

How can you make a difference? 

In order to strengthen UNICEF’s advocacy position and inform policy makers to address those challenges in the social protection system, continued generation of solid evidence and systemization of past advocacy pieces and knowledge products will be needed.

The consultant will support the Office’s efforts in this aspect by working on a series of deliverables to generate evidence and systemize knowledge products in the area of shock responsive social protection and Child Money Programme.

Scope of Work:

1. Technical assistance on shock responsive social protection:

Gather and provide technical inputs to the development of a synthesized policy note on Shock Responsive Social Protection, which aims to inform the development of a holistic, child-sensitive national policy framework.

2. Data analysis and policy advocacy on child money programme:

conduct data analysis regarding the real value of the benefit size and the trends of Child Money Programme, and provide technical inputs to the development of an advocacy piece on the child money programme.

3. Planning and reporting coordination:

Provide support to the preparation and coordination of annual review process and planning for the next year by communicating with key partners, supporting the negotiation and agreement with the partners on key activities.

To qualify as an advocate for every child you will have… 

  • A minimum of 5 years of professional experience in one or more of the following areas is required: social development programme planning, public finance, public advocacy or another related area.
  • Analytical and/or programmatic experiences on social protection.
  • Solid experience and knowledge of Social Protection system in Mongolia.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English is required.
  • Strong inter-personal and communication skills and the ability to interact professionally with a diverse group of people.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
