South Sudan faces multiple hazards and shocks including, persistent Sub-National conflict, widespread flooding and climatic shocks, and economic instability.

Purpose of Activity/Assignment:
This post will provide information management (IM) capacity for improved risk informed response to enhance programmatic and operational decision making across the humanitarian-development-peace nexus and expand climate-resilient action for children. South Sudan faces multiple hazards and shocks including, persistent Sub-National conflict, widespread flooding and climatic shocks, and economic instability. 2 million people are internally displaced, and 9.4 million are in need of assistance. Disease outbreaks are common, and preventable diseases widespread, food insecurity and malnutrition have some of the highest rates in the world, and women and girls face extreme levels of gender-based violence.
Integrated scaled humanitarian actions are essential while ensuring the underlying determinants are addressed. Based on the scale and multi-layered dimension of the humanitarian situation there is a need for solid evidence base, localized risk data and quality systems for analysing information, and monitoring response to inform and coordinate action and decisions. A local, contextualized understanding of risks facing children provides a common analytical evidence base to inform humanitarian, preparedness, resilience and development action. Platforms for data analysis and reporting, as well as visualization are essential, both for internal monitoring and planning, and external visibility and reporting.
A dedicated (IM) expertise will lead on the child related Sub-National risk data and analysis, response monitoring, and mapping. The IMS will build on the IM framework for field operations, aligning core indicators, tools, templates, and data management systems. The post will lead on the Child Climate Risk Index Model and Risk informed response portal for South Sudan, mapping of UNICEF supported infrastructure working across section and external partners and actors. The post will ensure capacity building and support to sections to enable use of platforms and tools, monitoring and reporting, as well as quality control. The IM will provide timely analysis and reporting as per humanitarian performance monitoring requirements, working across the UNICEF programs, operations, cross-sectoral areas and field offices.

Main Duties and Responsibilities:
The post holder is responsible for Information Management, including data management, analysis, mapping and reporting under field operations. The IM will ensure efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including:
• Lead on establishing the Child Climate Risk Index (CCRI) and integrating within the UNICEF South Sudan ‘Risk Informed Response’ (RiR) Portal (Geogsight) working collaboratively with UNDRR, UNICEF sections and external partners to establish, strengthen and maintain a subnational compositive risk index for child related risks in South Sudan.
• Work with program sections and across agencies to ensure required data is embedded and consolidated to analyse trends, and report/disseminate information to inform critical decision making, i.e. disease trends, displacement, floods.
• Update and manage database and mapping of UNICEF supported facilities; – including health, nutrition and education - to map coverage and reach, program impact and risks, overlaying critical datasets, including disease prevalence.
• Provide analytics and maps to inform decision making, including, for example impact of floods or conflict on health trends and facilities based on program need to support advocacy and timely action and decision making.
• Review existing tools for collecting, analyzing and reporting activities, and identifying information gaps.
• Support and maintain monitoring and reporting databases that consolidate, analyze and report/disseminate inter-sector / contextual information critical to decision making.
• Support monthly reporting requirements and develop visual reporting products and systems, as well as donor requirements for analysis and visualization, ensuring reporting and monitoring are aligned and at quality standards, including the monthly SitRep and Humanitarian performance monitoring dashboards.
• Work with sections to develop relevant, streamlined IM Systems, common data sets, risk analysis and standard products;
• Ensure quality inputs to ad hoc sitreps, response monitoring, mapping and monitoring on request.
• Support the estimation of spatial and temporal gaps, overlaps and coverage of activities as required .
• Participate in inter-agency and cluster IM activities, and building IM networks, identifying areas for collaboration.
• Lead capacity building of field and program teams on new Information Management/ Coordination/reporting tools;
• Age, Gender and Diversity (AGD) is systematically applied, integrated and documented in all activities assigned

Scope of Work:
The IMS is to support UNICEF South Sudan on maintaining information databases, analyzing risks and data and disseminating relevant products and information to support evidence-based response planning, better understand program impact, drive the development of strategies, innovation and multi-sectoral programmes to improve well-being of children. The IMS is critical function that will support a Health Knowledge Management team in support of the Health Sector Transformation Project. The post will work jointly with UNDRR on developing and supporting the localized Sub-National Risk index (INFORM) and it’s integration with the CCRI (child climate risk index) / Geosight child risk data.
The successful candidate will be predominantly located in the UNICEF Country Office based in Juba where the incumbent will be attending meetings at various UN and non-UN compounds throughout the capital city. The incumbent may be expected to travel to the field to UNICEF locations to support information management and risk analysis skills building of field teams to inform local response decision making.

Minimum Qualifications required:
Advanced University Degree (masters) in a subject area relevant to information management, GIS, data management and at least 5 years’ work experience relevant to this post. Formal training in data / information management and GIS an advantage
Experience working on integration of contextual and programmatic data in humanitarian and development programming is an asset.
Language Requirements:
English Fluency required Other local language is an asset

Knowledge/Expertise/Skills required:
• Excellent knowledge of MS Excel / MS Access (e.g. pivot tables and functions); proven technical expertise for managing data capture and storage, for analysing diverse datasets, and presenting information in understandable tables, charts, graphs and reports;
• Excellent knowledge and experience with software, including ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server, and/or progress. Experience with HTML, PHP, ASP and/or Java is an asset.
• Proven skills in using GIS and map‐making packages, and in web design and software development are an asset
• Understands key technical issues for the humanitarian sector sufficiently to be able to engage with sector participants and understand sector‐specific information management needs.
• Ability to translate planning-specifications into analytical and technical briefs for data capture and analysis, and vice versa for programming and external audiences.
• Ability to compile and holistically analyze diverse datasets.
• Experience working in complex emergencies and applying analysis to problem solving in difficult humanitarian responses
• Experience in South Sudan is an asset.
