Home-based Consultancy: Report Writer - Part Time (53 working days between January 2024 and December 2024) - Europe and Central Asia Regional Office (ECARO)

UNICEF ECARO is looking for a qualified Report writer Consultant to provide high-quality situation reports and other reports and communication products related to the emergency response in Ukraine and refugee hosting countries.

Purpose of Activity/Assignment

Provide part-time support to the Ukraine Country Office and ECARO, coordinating, developing, and quality assuring high-quality situation reports and other reports and communication products related to the emergency response in Ukraine and refugee hosting countries, as required.

Scope of Work

Almost two years into the war in Ukraine, fighting continues in parts of Ukraine, while residual humanitarian needs persist in Ukraine and in refugee receiving countries. While early recovery actions are taking place in the east and west of Ukraine and UNICEF is preparing to gradually phase out and hand over the refugee response to hosting governments, the situation continues to be fragile. Across Ukraine, 4.6 million people have returned, while over 3.7 million remain internally displaced (IOM, Sept 2023). Nearly 6 million refugees are hosted across Europe, 88 percent are women and children. Some 5 million have applied for national protection schemes (UNHCR, Sept 2023). In Ukraine, an estimated 4.5 million people, including 752,000 children, remain in need of humanitarian assistance, while 820,600 Ukrainian refugees and other vulnerable groups, including 533,390 children, are estimated to be in need in refugee hosting countries.

UNICEF continues to work closely with national, regional and local authorities to maintain its multi-sectoral response to residual humanitarian needs, ensuring the protection and well-being of women and children is central to UNICEF's response efforts inside Ukraine and refugee response countries.

Based on the current situation, UNICEF will continue to produce regular situation and other report, as part of our accountability for humanitarian reporting in emergencies. Throughout 2024, the Report Writer will support the Ukraine Country Office from one to three days per month to consolidate, edit and quality assure monthly situation reports. From January to June 2024, the Report Writer will also support the Europe and Central Asia Regional Office by coordinating, developing, and quality assuring bi-monthly situation reports for the refugee response as well as support the development and editing of the 2023 Consolidated Emergency Report covering the response inside and outside Ukraine. Regional support might be extended in the second half of the year, depending on support needs and funding availability.

Consultant's Work Place and Official Travel

The assignment will be remote/home-based, no travel is foreseen.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

Please submit a lumpsum professional fee to undertake this home-based 53 day consultancy spanning between 01 January 2024 to 31 December 2024.

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in a relevant area.
• A minimum of 5 years’ experience with either the UN and/or NGO in Emergency and/or Early Reconstruction settings.
• Strong formatting and editing skills
• Experience working with the UN and/or NGO in emergency settings is considered an advantage
• Excellent written and spoken skills in English. Knowledge of another UN language is considered an asset.
• Previous experience writing UNICEF HAC/SitReps for emergencies an advantage
• Confidence working with basic statistical information
• Good inter-personal and communication skills

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
