UNICEF HQ coordinates and facilitates UNICEF’s overall engagement on the CAAC agenda, and supports regional and country offices to implement the CAAC mandate with programmatic policy and technical guidance, including establishment and management of information networks, documentation of grave violations, reporting and analysis, and safe and secure information management. In 2016, the inter-agency Technical Reference Group for monitoring and reporting on grave violations against children adopted the MRMIMS+ as the information management system of choice to record and manage incidents of grave violations against children. The MRMIMS+ is a secure web browser-based standardized information management system that supports the gathering, storage, management, analysis, and transfer of data on grave violations against children in situations of armed conflict. UNICEF started rolling out version 2 of the MRMIMS+, in late 2022. In this context, this consultancy will enable the UNICEF HQ Child Protection in Humanitarian Action team to deliver the MRMIMS+ to country and regional offices transition to this tool by end of 2025. The consultant will also produce periodic analytical reports based on global data on the six grave violations against children to inform global and regional advocacy. The consultant will enable UNICEF’s Child Protection in Humanitarian Action Team to deliver annual work plan commitments.

BACKGROUND

Purpose of Activity/ Assignment:

UNICEF is the Child Protection sector lead and continues to be at the forefront of global efforts to monitor and report on grave violations against children in situations of armed conflict and other complex emergencies. UNICEF undertakes this work in accordance with its mandate and responsibilities in line with the Children and Armed Conflict (CAAC) Agenda under UN Security Council Resolution 1612 (2005), UNICEF’s Strategic Plan 2022-2025 and Child Protection Strategy 2021-2030 as well as the Core Commitments to Children in Humanitarian Action, the Minimum Standards for Child Protection in Humanitarian Action.

Scope of Work:

The consultant will enable UNICEF’s Child Protection in Humanitarian Action Team to deliver the following annual work plan commitments:

• Roll-out of MRMIMS+ to twelve situations of concern – this includes planning and managing all activities related to the customization of each new instance, conducting capacity building for UNICEF staff and partners, and coaching trained users on software. Update the user manual as required and translate the user manual into French.

• Address technical issues for MRMIMS+ existing and new instances – this includes providing remote technical assistance, receiving and curating feedback from users, and liaising with software development company to address identified issues.

• Knowledge management and analysis - produce four products (global or regional) providing an analysis of grave violations data globally or regionally to inform UNICEF advocacy and resource mobilization.

Terms of Reference / Key Deliverables:

  • MRMIMS+ rolled out to 12 countries or regional offices and technical support provided as necessary

1 country roll out per month for 12 months

  • 12 user trainings (remote) conducted

1 country training per month for 12 months

  • Document and curate users’ feedback, recommend action and ensure implementation of agreed upon solutions in liaison with Primero team and software developing company

Qualifications

Education:

  • Masters degree/ International Human Rights/ Humanitarian Law, Social work, child protection /child welfare, international development, psychology, related social sciences. 

Work experience:

  • Minimum of 5 years of child protection experience, including at least 3 years working specifically on the Monitoring and Reporting Mechanism on Children and Armed Conflict

Competencies/Knowledge:

  • Understanding of browser-based applications, interfaces, workflows, and role-based access;
  • Familiarity with Primero platform
  • Excellent analytical skills and computer and multi-media skills, including MS Word, Excel, etc.
  • Demonstrated ability to work independently, take initiative, and identify new opportunities and approaches;
  • Excellent communication, organizational, inter-personal and leadership skills.
  • Ability to successfully and effectively liaise with people in a wide range of functions in a multi-cultural environment.

Desirable:

  • Experience developing training materials, and facilitating related trainings and workshops within the international human/child rights sector;

Requirements: 

Completed profile in UNICEF's e-Recruitment system and

  • Financial proposal that will include/ reflect:
    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws
