Functional Responsibilities

1. Identify country-level process pain-points, bottlenecks, redundancies, and other inefficiencies
  • Coordinate consultation and feedback mechanisms that allow country-level and other frontline workers (UNOPS personnel and implementing partners) to report bottlenecks in UNOPS processes

  • Actively seek information on process issues at country-level (through networks of country-level personnel, interviews, etc.)

  • Organize collected data/information in a way that makes it useful to simplification and digitalization efforts under the PID

  • Advise the Programme on how to prioritize process simplification needs identified, based on expected impact and resource allocation

  • Advise the relevant Practices on specific KPIs for the solutions on country-level bottlenecks and burdens

  • Translate the input received through the ongoing survey, KPIs, and other mechanisms, to make recommendations on process improvements that will simplify / streamline work at country level.

  • Develop business cases for recommended process improvement, specifying the assumption, data collected, expected benefits and efficiency gains, to drive stakeholder consultation and alignment. 

2. Track the development and implementation of improvements and opportunities for improvement in country-level processes (from a country-level perspective)

  • Based on this input, inform the end-to-end process and policy review of different practices  (HR, P3M, Procurement, Finance, Partnerships, etc.) being led by the Business Process and Change Manager and Process-redesign specialist in each practice.

  • Propose process and policy improvements as well as changes and short-term adjustments in current practices that could help simplify and improve effectiveness of operations in the short-term. 

  • Coordinate the implementation of solutions being tested/piloted to alleviate country bottlenecks. 

  • Monitor, collect feedback and keep PID team abreast of progress and impact of solutions being implemented.  

3. Ensure that regional, country, and frontline teams are kept engaged in and informed of PID progress

  • Engage at regional, country ,and project level, collaborating with stakeholders at various levels to obtain feedback on solutions proposed, ensuring they are fit for purpose from a  frontline perspective.

  • Convene, integrate, and manage stakeholders communication, ensuring expectation from frontline teams and PID priorities are aligned, and that there is a common understanding of how PID is addressing country bottlenecks and on the results and feedback from frontline teams on the solutions delivered

  • Set up information and feedback networks to ensure the highest level of two-way communication between the PID Programme and frontline teams.

4. Alongside other teams and colleagues, contribute to ensuring that ongoing process redesign efforts (across the entire programme) align to country-level needs

  • Serve as an interface between country offices and headquarters on all matters related to frontline team bottlenecks

  • Coordinate with other HQ and Regional actors playing this interface role

  • Develop and maintain strong relationships with UNOPS’ practices, ensuring collaborative engagement, especially with the project teams and roles involved redesigning processes across project management, HR, procurement, and finance.

Impact of Results The successful achievement of results by the Process-Simplification Manager, Frontline Teams affects the success of the Programme in delivering on its key promise: to simplify the work of frontline teams and allow them to focus less on process steps and more on strategy, delivery, and impact.

Education/Experience/Language requirements

Education Requirements: 
  • A Master’s degree in  Project Management, Business Administration, IT, International development or other related field is required.
  • A Bachelor’s degree in combination with additional two years of experience may be accepted in lieu of a master's degree.
  • Knowledge of business process management methodologies, tools, and best practices, through Lean Six Sigma, or other process improvement certifications would be an advantage.
Experience Requirements: 
  • A minimum 5 years of professional experience in operations with UNOPS at regional/country/ field level is required.
  • Experience working in cross-functional functions/setting is required.
  • Experience with stakeholder management, and/or driving consultations across different levels and teams is required.
  • Experience in process mapping, optimization, and simplification is desiderable.
  • Experience in large scale digital transformation would be an asset.
Language Requirements:
  • Full working knowledge of English is required.
  • Knowledge of another official UNOPS language (French, Spanish) is an asset.
