Job Description

In West Africa, WaterAid has teams in seven countries (Burkina Faso, Ghana, Liberia, Mali, Niger, Nigeria, Sierra Leone) and works with partners to transform millions of lives every year.

1. Context

As part of the new global strategy, we are committed to doing everything in our power to ensure that staff can thrive through meaningful work in a healthy work environment. Putting people first remains a priority and employee well-being, particularly mental health and psychosocial support, continues to be a key area of focus in our workforce priorities and plans.
WaterAid plans to introduce an Employee Assistance Program (EAP) in each region to support staff wellbeing. An EAP is a service that WaterAid intends to offer to support the mental, emotional, and physical health of its employees. This includes providing resources for counselling or therapy sessions. EAPs are becoming more common in organizations and support our value of putting people first. These programs can support stress-related conditions, whether through life or work events, and promote a healthier work-life balance.
This terms of reference have been drawn up for the recruitment of a specialist to cover the needs of the members of the West Africa regional office based in Senegal.

2. Main purpose of the mission

The main objective is to provide psychosocial support with the aim of supporting the well-being, mental, emotional and physical health of WaterAid Senegal staff, including counselling or therapy sessions.

3. Specific Objectives

  • Provide a full range of services, in family situations, social and professional relationships
  • Provide support for mental well-being, in situations of stress, depression, recovery from substance abuse and traumatic events
  • Provide unlimited access to confidential services 24/7/365.

The service provider will need to attend the Employee Assistance Program kick-off session and have a panel of experts ready to respond to any inquiries so that employees can understand the EAP and available resources.

4. Available

  • An information report that does not disclose confidential details must be submitted to WaterAid at the end of each quarter and at end of the year (annual report).

5. Duration of the service

The period of performance of the service is from December 4, 2023 to November 30, 2025 and renewal will be subject to performance.

6. Service Provider Profile - Qualifications

  • He/she must have a degree in psychology and have at least 10 years of experience in mental health and psychosocial support;
  • He/she must be able to refer workers to other resources if they need more or different assistance than that offered by the EAP;
  • He/she must have a way to monitor clients' progress and ensure that they continue to receive the help they need;
  • He/she must understand the context of Senegal/the region;
  • He/she must be able to communicate in national and local languages. Translation services should be available in case of language barriers;
  • He/she must be able to provide evidence that his/her specialized staff has been trained and has valid and up to date credentials;
  • They must have a system that allows for virtual, as well as face to face consultations
  • It must have a presence in Senegal/the West African zone
  • Having an anonymous, toll-free helpline that anyone can call if they feel overwhelmed by stress at work would be an asset


7. Candidacy

The application must include a technical offer and a financial offer.
The technical proposal must include the elements listed below:

  • A summary of the understanding of the mandate,
  • A presentation of the structure, its team, the resources available, the geographical coverage and the working methodology
  • A presentation of the consultant's experience, particularly in similar assignments
  • Communicate relevant references and 03 attestation of services rendered to attest to client satisfaction

The financial offer for the service must be submitted in XOF inclusive of all taxes and must accurately show the method of invoicing. It should be noted that the financial offer must include all expenses related to this assistance.
