Organizational Context and Role:

 

In September 2018, after more than five years of civil war, the Republic of South Sudan signed a peace agreement with several opposition parties, including the SPLA-IO. Yet over the past five years, implementation of the peace agreement has stalled and South Sudan continues to present a wide array of challenges to the secure, principled and predictable delivery of humanitarian assistance. Sub-national and local violence has increased in several areas of the country, resulting in the killing of civilians, large scale displacement and contributing to widespread food insecurity and malnutrition. Civilian authorities and security forces also persistently compromise humanitarian space through illegal taxation, bureaucratic impediments and interference in the implementation of humanitarian activities. South Sudan also remains one of the most dangerous countries for humanitarian personnel to work, with consistent attacks on aid workers, humanitarian convoys and the looting of relief.

 

To effectively deliver humanitarian assistance in a complex context like South Sudan, WFP needs to ensure the safeguarding of its humanitarian principles, advocate and negotiate for adequate humanitarian space with all relevant stakeholders on all levels. Under the immediate supervision of the Head of Access (Programme Policy Officer) and the overall supervision of the Country Director the staff member will develop and use contextual expertise to facilitate safe and unhindered humanitarian access.

Job Content:

 

  1. Actively monitor and analyze the context, conflict dynamics and actors within the area of responsibility (Greater Bahr El Ghazal) and provide input into briefings, reports and analysis on the impact of local dynamics on WFP access and programmes.
  2. Establish and maintain contacts useful to WFP humanitarian operations, and contribute to the development and maintenance of a stakeholder map in the area of responsibility.
  3. Support the clearance and notification process for WFP staff and cargo movements.
  4. With approval from the Head of Access and/or Deputy Head of Access, engage in ad hoc negotiations with personal contacts in the field.
  5. Liaise with relevant Units in order to support operational planning
  6. Support the development and implementation of trainings and learning tools for national staff pertaining to basic negotiations and best practices to ensure a principled response.
  7. Work with procurement in order to create requests and follow up on the process until items are delivered.
  8. Provide translation when necessary and appropriate for the Head and Deputy Head of Access Unit;
  9. Perform other related duties as required.

 

 

 

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education &Experience:

Secondary School Education, 6 years working in the humanitarian sector, especially coordinating among local and state authorities and the humanitarian community, and experience negotiating with communities and local and state authorities in order to achieve humanitarian objectives.

Knowledge& Skills:

Expert knowledge of the South Sudanese context and/or local contexts within South Sudan, especially key actors and groups, as well as social, political, and conflict dynamics; pre-existing network of influential contacts; knowledge regarding the implementation of humanitarian operations and WFP in particular; ability to communicate effectively; knowledge of Civil-Military Affairs, humanitarian principles, and any field related to WFP mandate and operations: food and nutrition, M&E, gender, accountability to affected populations, protection, disaster manage, or food security, ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds; ability to cope with situations which may threaten health or safety and to live in challenging environments; flexibility in accepting work assignments outside normal desk description or outside of terms of reference.

Languages:

Working knowledge of English, Arabic as well as Nuer and/or Dinka.
