ORGANIZATIONAL CONTEXT

Mozambique, with an estimated population of 31 million people, is classified as a low-income, food-deficit country, ranked 180 out of 188 countries on the Human Development Index. Mozambique is one of the most disaster-prone countries in the world; while the southern and central regions regularly experience droughts, floods occur every two to three years along the major river basins and in poorly drained urban settlements. The regularity of these events perpetuates a cycle of vulnerability and emphasizes the need for adequate disaster preparedness, prevention, and management. Two decades ago, Mozambique was one of the most impoverished and capacity-constrained countries in the world. Over the past decade, Mozambique has ranked amongst the top ten fastest-growing economies in the world, however strong and steady economic growth has not been translated into a proportionate reduction of poverty. 

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

To ensure proper monitoring of WFP’s Country Strategic Plan (CSP), the Country Office in Mozambique has invested in bolstering its monitoring and evaluation capacity. This has involved updating the Monitoring, Review, and Evaluation (MRE) Plan of the Country Office, developing Minimum Monitoring Requirements, updating relevant monitoring questionnaires and training enumerators on administering these questionnaires, enabling digital data collection as much as possible, conducting regular Outcome Monitoring Surveys and developing a range of attractive information products for internal and external consumption. It is critical that for continuity of this work a Monitoring Assistant is recruited. Under supervision of the Monitoring and Evaluation (M&E) Team Lead, the incumbent will be responsible for the below duties.

KEY ACCOUNTABILITIES / RESPONSIBILITIES

1. Support with the coordination of Field Office Monitoring Focal Points.
2. Process Monitoring: verify the Monthly Monitoring Plan complies with the Minimum Monitoring Requirements (MMR) including through regular follow up of the number of uploads made in MoDa (WFP data collection platform) of the completed monitoring questionnaires compared with the number of sites covered through various WFP's programmes, support in update the process monitoring questionnaires, and data processing and analysis.
3. Output Monitoring: Provide support, when needed, to liaise with the Activity M&E Focal Points and Field Office COMET (Country Office Tool for Managing (programme operations) Effectively) Focal Points on issues related to output data (both direct and other outputs).
4. Outcome Monitoring: Support with the design, planning and implementation of outcome surveys for relevant WFP’s CSP activities under the guidance of the M&E team lead, and data processing and analysis.
5. Support CSP Activity M&E Focal Points and Field offices including with training of Field Monitors and Enumerators on administering various monitoring questionnaires.
6. Performing other relevant duties as required.

 

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of university degree in Sociology/Social Development, (Development) Economics, Business Administration or Performance Management

Experience: • Has performed monitoring and assessments at different levels and field locations in Mozambique;
• Has previous experience in humanitarian or development operations in Mozambique.
• Has general knowledge of WFP monitoring standards;

Languages: Fluency in Portuguese and English.
