The “CCAC Waste Programme Manager” will provide effective and timely inputs, analysis and advice on the waste sector under the CCAC. The consultant will provide effective delivery of work assigned as part of the “implementation co-coordination” and “country engagement” workstreams of the CCAC Secretariat which involves managing waste sector related projects in close coordination with countries, CCAC national focal points and experts, and implementers and alignment with the CCAC 2030 strategy and Board decisions; the consultant will also provide substantive inputs to the management of the CCAC Waste Hub; and contribute substantially to the delivery of CCAC-led and UNEP-led efforts on waste, including the recently launched Technology & Economic Assessment Panel (TEAP) and the development and implementation of a GCF methane project.

Duties and Responsibilities

The UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. The United Nations Environment Programme (UNEP) hosts the Secretariat at the Economy Division in Paris. More information about the CCAC is here: www.ccacoalition.org Landfills and wastewater comprise the third-largest source (20%) of anthropogenic methane emissions globally, mainly from dumped and landfilled organic waste. In developing countries, over 50% of municipal solid waste is organic. The sector is also a significant source (5%) of black carbon from the open burning of waste. Both methane and black carbon emissions contribute to local air pollution. The CCAC Scientific Advisory Panel has published a number of scientific assessments, including the Global Methane Assessment and the regional integrated assessments that identify three primary measures to achieve mitigation in the waste sector: - Preventing organic waste, and diverting it from landfills and open dumps; - Collecting and using, or flaring, methane generated in existing landfills; and - Developing economic uses and facilities for organics, such as composting or waste-to-energy facilities at various scales. The CCAC’s Waste Engagement Strategy focuses on the valorization of organic waste, the capture and use of landfill gas, and reducing open burning of waste. The CCAC Waste Engagement Strategy is available here: www.ccacoalition.org/en/resources/ccac-engagement-strategies The CCAC’s Waste Hub convenes a network of experts from governments, NGOs, IGOs and the private sector. Together the Hub defines and drives a common vision, enabling peer-to-peer exchanges, exploring case studies and best practice, facilitating matchmaking between projects, programmes and funding from various partners, and aiming at creating a project pipeline. The Hubs also advise governments on ways to define and implement mitigation measures based on sector-specific requests, and play a key role in identifying and sharing SLCP mitigation measures and strategies for implementation at scale, and opportunities for transformative change in their sectors. Lastly, through the CCAC Trust Fund, projects are funded in developing countries to enable actions that deliver climate, air quality and development benefits. The CCAC project funding is split between national policy development and implementation of mitigation measures, including those of the waste sector. The CCAC funds projects at country, multi-country, and regional levels through implementing partners, which include intergovernmental organisations, non-governmental organisations, UN agencies, and government entities. The projects are developed through a consultative process with partners and members of the Hub networks to ensure alignment with CCAC’s 2030 Strategy and its partners’ objectives. Specific objectives: • Provide effective and timely waste sector expert support, analysis, and advice • Deliver on work assigned as part of the CCAC Secretariat’s “implementation support” and “country engagement” workstreams • Provide substantive support to the CCAC Waste Hub • Contribute substantively to the delivery of CCAC-led and UNEP-led efforts that require expertise from the waste sector.

Qualifications/special skills

- Advanced university degree in engineering, urban planning, environmental management or a related field, is required - Another degree combined with extensive professional experience in the waste sector may be accepted - A minimum of 15 years of professional experience related to sustainable waste management is required - Project management experience is required - Knowledge of air quality, climate change science/policy and sustainable development issues and how they relate to the sector is required - Experience in the UN system organizations and/or a developing country is desirable

Languages

- Excellent command of English (written and oral) is required - Additional knowledge of other UN official languages is an asset
