The main objective of the Climate Change Information Analyst is to conduct research of documents containing information about climate change in Honduras, especially those relevant to adaptation. They will need to design a protocol for standardizing the documents and establish the criteria for their inclusion in the platform developed by NAP Honduras. Additionally, they will need to develop a matrix database with the classification of the documents or collected information, which will serve as a reference for the virtual website developed by NAP Honduras. The consultant will be responsible for the execution of the following activities: a) Collaborate in the preparation of a work plan, schedule, and methodology for the established deliverables, including an approach for the socialization and validation process. b) Participate in the development of a document outlining stages, formats for construction, socialization, and validation of the process (workshops, bilateral meetings, technical consultations, expert group meetings, official platforms). c) Collaborate in the development of roadmaps for the formulation of policies and strategies related to sectors involved in climate change adaptation processes. d) Collaborate in the implementing actions aimed at involving the private sector in climate change adaptation. e) Handle the preparation of annual reports for the donor and other reports requested by the donor and counterparts. f) Develop climate change information and data protocols in the country. g) Collaborate in organizing the annual participatory meetings with relevant stakeholders to present the state of the National Adaptation Plan, NDC adaptation measures, and progress towards the country's established goals. h) Conduct data analysis and prepare annual progress reports through the implementation of the National Adaptation Plan. i) Conduct comprehensive research on data obtained from tangible or digital records to be incorporated into the Biblioclima platform. j) Handle the collection of lessons learned from adaptation projects and programs implemented in the country that can contribute to the Biblioclima platform. k) Analyze the collected data and build a matrix that serves as a fundamental structure for categorizing the compiled information or documents. l) Provide technical inputs on a comprehensive report describing the allocation of donors involved in adaptation initiatives in Honduras. m) Develop a detailed report evaluating the effectiveness of donor investments in adaptation initiatives within the context of Honduras. n) Conduct in-depth data analysis and prepare annual reports showcasing progress achieved through the implementation of the National Adaptation Plan, using this knowledge to inform decision-making processes. o) Conduct data collection at regional workshops for the development of training/knowledge management workshops targeting individuals working on climate change. p) Handle and categorize documents and/or communication materials developed and implemented through the information, education, and communication program to reach national and local actors and institutions on matters related to climate change adaptation. q) Contribute to the coordination and development of awareness-raising workshops for stakeholders on the importance of climate change adaptation planning and implementation, with a focus on sectors prioritized in the Nationally Determined Contributions and the National Adaptation Plan, as well as platforms established in the climate change law

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, Panama, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). UNEP´s mission is to provide leadership and encourage partnership in caring for the environment by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations. In terms of supporting countries in the region to achieve global commitments under the Paris Agreement, the UNEP Climate Change Subprogramme for Latin America and the Caribbean aims to strengthen countries' capacity to move towards climate resilience and low-emissions strategies for sustainable development and human well-being. Within this framework, the UNEP Climate Change Subprogramme, through its Climate Change Unit, leads and supports various initiatives aimed at designing, promoting, and implementing innovative mitigation and adaptation solutions at the national and sub-national levels, and strengthening countries' transparency frameworks. The expected achievement regarding climate change adaptation is that adaptation approaches, including ecosystem-based approaches, are implemented, and integrated into key national and sectoral development strategies to reduce vulnerability and strengthen resilience to the impacts of climate change. Similarly, the UNEP Climate Change Subprogramme also commits to ensuring that cross-cutting issues such as gender equity and women's empowerment are effectively integrated into the development of its tasks to ensure equitable development in line with its adaptation objectives. In this context, the Secretariat of Natural Resources and Environment (SERNA) of Honduras and UNEP have agreed to implement the "Enabling Environments to Plan, Implement, Monitor, and Report National Strategic Adaptation Processes in Honduras" project framed within the Readiness programme of the Green Climate Fund (GCF). Called "Plan A Honduras Project: Strategic Climate Adaptation Planning". The main objective of the project is to develop the country's sustainable capacity and strengthen stakeholder participation to plan, finance, implement, monitor, and report on national strategic adaptation processes and communicate knowledge on climate change adaptation. The project aims to achieve its objective through the following components: 1. Strengthening institutional and technical capacity of the country and stakeholder participation. 2. Strengthening national strategic adaptation planning. 3. Boosting financial flows and investment for adaptation measures in the framework of the National Adaptation Plan and Nationally Determined Contributions in Adaptation. 4. Knowledge management for climate change adaptation. 5. Strengthening the adaptation transparency framework. To meet the project´s objective, the United Nations Environment Programme's Office for Latin America, and the Caribbean (UNEP-LAC) is recruiting a consultant to conduct a "Research of documents containing information about climate change in Honduras, especially those relevant to adaptation." This consultant will work directly with the Project and Project Management Unit, hereinafter referred to as the Plan A Honduras Project Team, and collaborate with the National Climate Change Directorate (DNCC) of the Ministry of Environment and Natural Resources (SERNA) in collecting and registering documents and information related to climate change, particularly relevant adaptation documents developed at the national level. The "Climate Change Information Analyst" consultant for the "research of documents containing information about climate change in Honduras, especially those relevant to adaptation" will operate under the general supervision of UNEP Adaptation Program Management Officer for Latin America and Caribbean Office and will work 40 hours per week, from Monday to Friday, full time at Program Management Unit for NAP project in Tegucigalpa, Honduras.

Qualifications/special skills

Academic: − A bachelor's degree in international relations, engineering, architecture, or a closely related field is required. Professional: - A minimum of 3 years of relevant work experience in formulation and evaluation of projects and program management. (required). - Experience in database management, information classification, and systematization (desirable). - Experience in working with local government authorities and knowledge of the local context of Honduras or Central America (desirable). - Familiarity with the UN System or International Organizations in general will be an added advantage (desirable). Languages: - Fluent Spanish is required. - Fluent English is required. Special Knowledge and Skills: - Competent in computer management. - Advanced level in Microsoft Office
