OBJECTIVES OF THE PROGRAMME

The incumbent will provide guidance to the head of the WHO country office and oversee the delivery of efficient, effective, and timely operational services for the WHO country office. This includes the management of financial and human resources, procurement, information and communication technology, security, and general administrative areas adhering to organizational policies, regulations, and procedures. The role holder proposes methods and necessary process readjustments which respond to changes in the operating environment, particularly, in emergency settings.

DESCRIPTION OF DUTIES

The incumbent will perform all or part of the following, and other related responsibilities as required by the needs of the office:

  • Guide the head of the WHO office and other staff at the WHO country office, field offices and projects on all aspects of country office operations, interpreting policies, systems, and procedures, ensuring compliance.
  • Provide appropriate solutions grounded in policy compliance and geared towards responsiveness to business needs, as a member of the management team, provide contributions on the overall direction of the WHO country office.
  • Guide the head of the WHO country office on internal operational and administrative risks to the country office.
  • Manage staff and operations teams in delivering the full range of services in budget and finance, human resources, procurement, information and communication technology, security and staff safety, and general administration, in compliance with organizational policies, regulations, and procedures.
  • Support the head of the WHO country office on the formulation, management and implementation of the country office human resources plan, ensuring the timely availability of a suitable human resources capability through recruitment and contract management, engagement, retention, performance management, development, career management, while aiming to pursue gender balance and diversity goals.
  • Supervise assigned administrative support staff, coordinate their work objectives, distribute and organize tasks in accordance with the needs of the office, and evaluate their performance.
  • Represent WHO in and actively participate in the UN operations management team and other interagency meetings, share relevant information with colleagues and ensure implementation of decisions taken. Assist the head of the WHO office in matters concerning the security of the WHO country office and coordination of security measures within the UN country team.
  • Coordinate security management under UN Common Services agreements, coordinating on related areas, including common premises and services as applicable, under the guidance of the head of the WHO country office.

REQUIRED QUAIFICATIONS

Education

Essential: A university degree (bachelor's) in a relevant field (such as finance, management, accountancy, public administration or business administration).


Desirable: Master's degree in business administration, management, or a related field. Training in human resources, accounting, finance, monitoring and evaluation.

Experience

Essential: A minimum five years of work experience relevant for the position (leading and performing a wide range of administrative services, including supervision of staff).


Desirable:

  • Experience with WHO/UN or equivalent organization
  • Good knowledge of programme management and end-to-end business processes
  • Experience in project management, ideally in the UN system and/or a public health context.
  • Good knowledge of enterprise resource planning systems.

Skills

  • Knowledge of administrative, financial, and management principles, procedures, and policies of large, international, public-sector organizations.
  • Strong knowledge of the principles and practices of administration, programme, and project management.
  • Managerial and analytical skills.
  • Demonstrated ability to analyse financial and administrative data and provide related recommendations.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
