Mission and objectives

WHO is a specialized agency of the United Nations that was established in July 1946 and whose objective is the attainment by all peoples of the highest possible level of health. WHO’s primary role is to direct and coordinate international health within the United Nations system. WHO’s main areas of work are health systems; health through the life-course; noncommunicable and communicable diseases; preparedness, surveillance and response; and corporate services.

Context

WHO Azerbaijan’s goal is to achieve Health for All, leaving no one behind, driven by a strong focus on Sustainable Development Goals. WHO Azerbaijan supports Government to tackle the public health challenges and improve people’s health and well-being. The aim of WHO is to accelerate progress towards Universal Health Coverage, which means everybody having access to the quality health services they need without experiencing financial difficulty. This is largely possible through a publicly funded, well-equipped, innovative, responsive and quality primary health care delivery system in the country. WHO Azerbaijan major objectives are: ● Ensuring equal access to quality, health care for all. Leaving no one behind. ● Preparing the country for responding to public health emergencies ● Decreasing premature mortality due to non-communicable diseases, pregnancy related conditions and in children. ● Strengthening the health information system for better monitoring and response to public health challenges. This UNV assignment is part of Azerbaijan Pandemic Response Activity (APR) funded by the United States Agency for International Development (USAID) and implemented by the WHO Country Office in Azerbaijan in collaboration with the Ministry of Health, the State Agency for Mandatory Health Insurance (SAMHI), and TABIB. The project focuses on emergency medical care services (ECS), the public health system (PH), Infection Prevention and Control (IPC) in health care facilities and health professionals’ education (HPE) in Azerbaijan. In each one of these focus areas, the common framework is to upgrade the relevant policies, upskill the current and future health workforce and result in a sustainable improvement of relevant services.

Task description

Within the delegated authority and under the supervision of National Professional Officer, the National UN Volunteer Expert will: 1) Conduct assessment and needs analysis on public health issues specific to Karabakh Region, providing evidence-based recommendations 2) Support the development of policies and strategies tailored to the unique challenges of promoting public health and enhancing access to healthcare services in Karabakh and other regions of Azerbaijan 3) Provide expert technical guidance and oversight to the Project Team and partners in Karabakh on project-related topics and activities, including planning, implementation, monitoring, and evaluation. 4) Deliver training and capacity-building support to healthcare workers and local partner organizations to enhance their ability to provide quality healthcare services. 5) Provide regular monthly reports to the project management team 6) Perform any other related duties as required by supervisor Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: ● Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); ● Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; ● Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. ● Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; ● Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; ● Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs ● As an active WHO team member, efficient, timely, responsive, client-friendly and high-quality support rendered to World Health Organization and its beneficiaries in the accomplishment of her/his functions. ● Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment. ● A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
