GENERAL INFORMATION

GGGI is looking for an experienced Project Development Consultant who is able to provide technical support by coordinating the activities with National Designated Authority (NDA) and relevant stakeholders of implementing and executing agencies in the development of Country Portfolio Analysis Report, design of GCF Projects, and a Climate Finance Monitoring, Reporting, and Verification System, to Strengthen Capacity and Knowledge in the Philippines for Accessing the Green Climate Fund (GCF) 

In the Philippines, GGGI is implementing the Readiness Support to Strengthen the Philippines’ Capacity and Knowledge on Accessing the Green Climate Fund also known as the Readiness and Preparatory Support Program (GCF Readiness Program). GCF is a funding institution that GGGI partners closely with to support developing countries to access and apply climate finance. With this common goal and complementary delivery model, GGGI and GCF signed a Framework Readiness and Preparatory Support Grant Agreement in 2017. Under this strategic partnership GGGI supports its Members and partner countries to enhance access to GCF financing by implementing the GCF Readiness Program. The Program provides resources for strengthening the institutional capacities of National Designated Authorities (NDAs) and Direct Access Entities (DAEs) to develop projects for submission to the GCF and to access Readiness Program resources.

The primary objective of the Readiness Program is to support Department of Finance (DOF) in implementing its role and responsibilities as the Nationally Designated Authority (NDA) of the Philippines to the GCF. The Program also aims to provide additional institutional support for national capacities of government agencies, civil society organizations (CSOs), and the academe to develop a monitoring and verification system for climate finance flows in the country.

The project's targeted Outcomes and Activities are as follows:

SCOPE OF WORK

The Consultant shall provide administrative and technical assistance by coordinating the activities with NDA and relevant stakeholders of implementing and executing agencies in developing the Country Portfolio Analysis (Activity 1.1.2), Targeted technical support on project development (Activity 1.1.4) and Support to institutionalize the climate finance monitoring, reporting and verification system (Activity 1.4.1) whose contents will be created by a Consulting Firm. The Consultant will work closely with NDA and will liaise with the Consulting Firm as well as GGGI Country Team and relevant stakeholders to ensure systems and tracking of ongoing works and outputs. The Consultant is expected to provide 66 person-days of input within the contract period until 15 June 2024. 

 

DETAILED TASKS

The Consultant will undertake the responsibilities, but not limited to, the following tasks: 

  1. Coordinate relevant activities including the facilitation of communication within GGGI, including staff and consultants, government agency partners (e.g. DOF, GCF-TWG, etc.), and development partners;
  2. Provide technical inputs and administrative liaison between GGGI, NDA, and the Service Provider for the:
    1. preparation related to Country Portfolio analysis,
    2. targeted technical support on project development, and
    3. support to institutionalize the climate finance monitoring, reporting and verification system
  3. Coordinate, monitor, review and file Consulting Firm outputs;
  4. Prepare activity progress reports for      relevant staff of NDA and GGGI;
  5. Liaise between NDA and GGGI;
  6. Liaise with the Training and Knowledge Consultant who will be leading the coordination for Activities 1.1.1, 1.1.3, 1.1.5, 1.4.2;
  7. Assist with data gathering, research, and analysis, including preparation of reports, presentation materials as required;
  8. Develop and maintain appropriate information repositories for data and analysis;
  9. Assist with organizing meetings between GGGI staff and consultants with government officials and staff of implementing and executing agencies, and other stakeholders, as needed;
  10. Support the organization of trainings, workshops, and other events, as needed;
  11. Perform other required tasks as assigned by the GGGI Country Office and NDA;
  12. Physical reporting will be necessary upon request.

 

OUTPUT/REPORTING REQUIREMDNETS/DELIVERABLES

S/he will report in-person directly to the DOF throughout the duration of the project. Reporting to GGGI Country Office will also be required, as necessary.  Workdays per deliverable may vary according to the requirement of DOF.

*Other miscellaneous costs that may occur for the deliverables will not be covered by GGGI. 

 

QUALIFICATIONS/EXPERIENCCE/EXPERTISE

The Consultant is expected to possess the following qualifications:

  • Minimum 7 years of relevant professional experience in project origination and implementation focused on climate change related matters for a broad set of stakeholders.
  • Good knowledge on the GCF and GCF investment criteria and familiarity with Philippine development planning documents, policies, and national priorities, such as PDP 2017-2022, NCCAP 2011-2028, Philippine Renewable Energy Roadmap 2017-2040, and the NDCs.
  • Experience in the development of policy instruments, data collection and analysis.
  • Good understanding of climate change related challenges in the Philippines, particularly in the context of national government agencies and local government units.
  • Able to effectively communicate with key actors in Government and non-government agencies, handle complex multi-stakeholder relationships, and maintain a high degree of professional integrity.
  • Demonstrates maturity and professional ability to handle sensitive information and ability to respect the confidentiality of such information while working with GGGI and its partners.
  • Excellent analytical writing skills in the English language and able to prepare concise advisory reports for a range of stakeholders.
  • Good communication skills and demonstrated ability to convey ideas and concepts to a broad set of participants.
