Permanent, Full Time

Location – Wilton, UK with travel to Ukraine and travel to other HALO Europe programmes as required.

Responsibilities

HALO Ukraine employs over 1,000 local and international staff in Ukraine working to clear contaminated land across the northern, eastern and southern parts of the country. While HALO has been working in the country since 2016, the programme has expanded considerably since Russia’s February 2022 invasion. The programme currently manages a multi-year grant portfolio of over 90 million USD, of which around 35% comes from private funders.

The Regional Logistics Manager role will support procurement and logistics services across the HALO Europe region by working closely with the two Regional Directors, Regional Finance Manager and Head of Global Logistics and Supply Chain (HQ) and Head of Support Services (Ukraine), providing amongst others, technical advice, audit and control services, assistance in the recruitment of programme logistics staff, and spearhead exchange of experiences in the region and in HALOs UK HQ. The focus of this role will be Ukraine, but it will also provide support to other HALO programmes in the Europe region.

Requirements

Key Task Summary:

  • Support the HQ logistics department with all international procurement and international freight movements related to the Europe region, in line with HALO’s procurement procedures.
  • Support Programme Managers and Logistics departments in large scale procurement's / tender processes.
  • Act as the HQ focal point for all in-country HALO Europe departments for all logistics/procurement enquiries.
  • Work with suppliers in the UK and overseas to source quotes, process purchase orders and follow up any after sales requirements.
  • Regularly scan the market to react to changes in Ukrainian freight movements. Including, but not limited to, working with lawyers (UK/EU/UKR) to comply with any legislation changes.
  • Obtain a clear understanding of each contract specific procurement needs.

Support

  • Monthly meetings with in-country Head of Support Services (HOSS) to review programme procurement compliance, bottlenecks, and challenges. Standardise, as far as practical, processes and procedures in-country and across the region.
  • Provide technical support and advice to Heads of Logistics/Support on HALO guidelines and policies.
  • Assist in developing and review regional procurement and logistics SOPs.
  • Gap-fill and in-country surge support upon request.
  • Help develop regional procurement capacities and assess regional markets and procurement options.
  • Support programmes with the recruitment and training of procurement and logistics staff.
  • Support the programme support services teams in developing their professional competency through training courses and obtaining professional qualifications.

Cross Departmental

  • Operationalise programme procurement with Regional Finance Manager (RFM) and with help from Programme Head of Support Services.
  • With input from the Regional Finance Manager and Head of Support Services, monitor the Country Master Budget against operational and support procurement needs. 
  • Develop FY2024-25 procurement plan in line with country budget.
  • Together with Finance and Support Service departments, develop processes and methodologies to ensure compliance and audit viability.

Overseas

  • Support the programme Logistics and Procurement departments with any issues requiring HQ input.
  • Assist with the creation and implementation of any ERP system.
  • Conduct micro audits on Logistics stores, functions, systems and locations.
  • Conduct micro audits on Procurement processes, donor compliance, supplier agreements and performance.
  • Assist with the planning of any scale up/down of new offices.
  • Promote cross-country sharing of experiences and help to develop regional best practices. Facilitate cross-country learning visits across the region based on identified needs.

Requirements:

Essential Requirements:

  • Experience and proven track record of working and delivery in logistics and procurement in a humanitarian/recovery context, preferably in a regional setting.
  • Experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.
  • Very strong ICT skills with Microsoft Office 365 products in particular.
  • Valid driver’s license.

Context/ Specific skills, knowledge, and experience:

  • Knowledge of the respective contexts desirable.
  • Ukrainian and/or Russian desirable.
  • Knowledge of Ukrainian laws relating to import, export and procurement.
  • CILT/CIPS qualifications desirable.

  • Travel overseas as and when required.
  • To discharge duties and responsibilities under HALO’s Health and Safety Procedures which may include Risk and COSHH Assessments and participation in evacuation procedures as necessary.
