Mission and objectives

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to pro-tect refugees and resolve refugee problems worldwide. Its primary purpose is to safe-guard the rights and well-being of refugees. It strives to ensure that everyone can exer-cise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org).

Context

UNHCR interventions are located in Gao, Timbuktu, Mopti, Menaka and Kayes regions with three Sub Offices, as of January 2024, in Gao, Timbuktu, and Mopti. One Field Unit in Kaye, and one Field Office in Menaka to ensure adequate protection and shelter emergency response in the area of “trois Frontières” and particularly improve the protection services refugees. Logistics constraints related to the insecurity and poor roads with limited transportation capacity have a direct impact on UNHCR activities implementation capacity. The partners play a major role in UNHCR Mali remote management strategy considering the challenging operational context in the North and the Center of the country branded by the limited humanitarian access to the population forced to flee due to a combination of factors: insecurity, logistics and acceptability of international (in particular UN) actors. It’s essential that UNHCR provide a significant support to strengthen the human, financial, material, compliance with quality management and the “savoir-faire” of the selected partners. The collaboration with local NGOs at the level of communes is further promoted in the perspectives of empowering the community to respond and manage their protection and development. Since 2021, UNHCR has adopted a new Results-Based Management (RBM) approach and system for strategic planning, budgeting, monitoring, and reporting. The overall purpose of this renewal is to support field operations in making decisions based on evidence, engaging in multi-stakeholder processes, and strengthening their accountability for protection and solutions results. In order to strengthen building of evidence in managing for results and making effective and timely operational decisions, the monitoring and evaluation (M&E) function is being strengthened in all UNHCR Offices. It is against this backdrop that UNHCR Mali is implementing the Result Monitoring Survey (RMS) to monitor changes in the lives of all relevant groups of persons of concern (impacts) and in UNHCR's key areas of engagement (out-comes). The RMS represent an unprecedented opportunity to understand and demonstrate to our stakeholders how effectively we are changing the lives of persons of concern for the bet-ter. The Associate Programme Monitoring and Evaluation Officer will provide guidance and sup-port on monitoring protection and solutions strategies and coordinate with the other sections/units to ensure harmonized monitoring approaches at all levels and throughout the UN-HCR Operations Management Cycle. The incumbent will work in line with the overall UNHCR directions which crucially require working with partners, including persons of concern, governmental institutions, and the private sector, ensuring that programme monitoring, and evaluation are being approached as per UNHCR’s new result framework, renewed Strategic Directions, Global Compact for Refugees (GCR), and corporate positions on SDGs. The incumbent is expected to have contacts within the Organization and outside the duty station, as well as with partners and other stakeholders related to programme monitoring. S/he is expected to work very closely with the Programme colleagues. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Chapter, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Task description

Under the direct supervision of the Senior Programme Officer, the IUN Volunteer Associate Programme monitoring Office will undertake the following tasks: - Support the development of Theories of Change and related Results Frameworks and the measurability of multi-year protection and solutions strategies and annual plans. Support evaluation planning for Results Frameworks. - Contribute to the development and implementation of monitoring plans across all implementation modalities (partnerships, direct implementation, and operational partners), ensuring consistency and coherence of UNHCR’s monitoring activities and ownership of the Multi-Functional Teams. - Support setting up monitoring systems and indicator tracking, guiding teams on data collection methodologies and sources, age, gender and diversity aggregation, data re-porting and sharing based on agreed protocols and standards, in close collaboration with data registration and IM staffs. - Based on the recommendation of the operation’s system review, support setting up monitoring system, for monitoring protection, assistance and solutions results (impact, outcomes, outputs) together with relevant teams to ensure a results-based monitoring culture throughout the operation and the operations management cycle. - Guide staff on timelines, requirements, and their roles relating to monitoring and evaluation, Program Assessment for evidence through the Plan, Get, Show results cycle. - Support results managers in developing the M&E plan for the strategy and on matters relating to indicators for the results framework. - Provide support to results managers throughout the year on preparing for and under-taking monitoring activities as well as with analysis and quality assurance of the monitoring data. - Support results managers in reporting on actuals, quality assurance of results data and analysis of results data. - Support the roll out of a household survey in second half of year to collect new COMPASS Impact and Outcome indicators that are mandatory as well as those required for the Refugee Response Plan (RRP) - Follow up periodically with results managers to ensure M&E activities are being under-taken as per the M&E plan and as per the M&E activity plan and escalate any concerns to the Planning coordinator. - Work closely with the Information Management Officer to develop products reflecting analysis of the data generated from the Monitoring and Evaluation activities and up-date Snr programme Officer on needs and results with evidence. - Support processes to link monitoring to the operations evaluation and risk management plan. - Guide and train UNHCR and partner staff in M&E Process, procedures, and systems. - Assist in the organization and/or delivery of Surveys and Evaluation.
