Context

By mid-October 2023, 101,848 ethnic Armenians, including 30,000 children, fled to the Republic of Armenia following the escalation of hostilities in their region of origin. Affected children need to access critical health, education and protection services. Families are also in need of assistance and require urgent social protection support. UNICEF is supporting delivery of life-saving humanitarian assistance, including supplies, cash, essential services and technical assistance, working with government and civil society partners to ensure appropriate services for affected children, adolescents and their families. This includes health, nutrition, child protection, education (including early learning), social protection and WASH. At the beginning of October 2023, the Armenia Country Office has launched a Humanitarian Action for Children (HAC) appeal for 12 M USD to respond to the needs of the population affected by the displacement. UNICEF is implementing activities in Education, Child Protection, Social Protection, WASH, and Health and Nutrition sectors. Furthermore, UNICEF is leading the Education, Cash, and Child Protection inter-agency Working Groups to ensure effective coordination of the implementation of the Armenia Refugee Response Plan (RRP) October 2023 – March 2024. Monitoring of the implementation and reporting requires dedicated efforts to coordinate, collect, quality assure and process relevant data from implementing partners. For this purpose, UNICEF is actively seeking to hire a Humanitarian Monitoring and Information Management Officer to provide essential support in the following tasks.

Task description

Capacity Building • Support UNICEF programme sections and UN Child Protection, Education and Cash working groups in building the capacity of implementing partners to report on Refugee Response Plan indicators and UNICEF Humanitarian Action for Children appeal Indicators (High Frequency Indicators - HFIs) • Support the on-going capacity of development of implementing partners (with particular focus on new partners) on the Humanitarian Performance Monitoring and High Frequency Indicators. • Provide remote assistance and technical support to implementing partners on reporting through available platforms on UNICEF HFIs and RRP indicators. Reporting • Provide support to UNICEF Armenia CO team in compiling reports on High Frequency Indicators and data for the submission of Situation Reports, RRP reports, donor reports and other key reporting documents. • Support UNICEF Armenia CO team in quality assurance and follow up on reporting against High Frequency Indicators via available platforms and tools. • Submit regular reports to the UNICEF monitoring/reporting platforms for annual and humanitarian response reporting, including donor reporting. • Support the leads of Child Protection, Education and Cash working groups in compiling the meeting minutes when relevant. Data visualization • Upon the need of the Armenia CO and based on the available data collected through various reporting platforms and tools develop brief data visualizations and analytics to support evidence-based coordination of the humanitarian response and for communication purposes.
