Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
 
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
 
The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
 
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
 
In February 2022, a new phase in the armed conflict in Ukraine started. The intensification and spread of hostilities have affected all of Ukraine, causing massive humanitarian needs across all sectors and destroying essential civilian infrastructure. Millions of people are displaced in Ukraine, more than 7 million people have fled to other countries.
This position is based in the country delegation office of the Danish Red Cross (DRC) Ukraine – Kyiv. IFRC and DRC have launched a major Emergency Appeal for Ukraine and Impacted Countries that is coordinated on European regional level – with numerous country level operations ongoing. ICRC, IFRC, DRC and numerous Partner National Societies are integrating their capacities to provide coordinated crisis response in Ukraine and impacted countries. The operational structure will be fully integrated into existing structures at Country / Country Cluster and Regional Office level to ensure full synergies with the overall regional work.
 
The Finance Assistant directly reports to the Finance Manager based in Kyiv and will work closely with other program and support colleagues in the delegation.

 

 

Job Purpose

Under the supervision of Finance Manager, the Finance Assistant supports in managing all aspects of day-to-day operations of the finance department in the country. He/she will assist in the implementation of Finance policies, procedures and systems and Ensure compliance with DRC procedures and guidelines.

Job Duties and Responsibilities

  • Prepare and process day to day financial transactions and implement internal control procedures in keeping with DRC policies and procedures.
  • Ensure proper documentation and filing of all financial documents.
  • Assist with making payments to suppliers, contractors and program staff based on approved documents.
  • Be responsible for documentation, preparation of cash disbursement voucher for all cash transactions
  • Ensure all transactions follow DRC accounting policy, Donor restrictions and generally accepted accounting principles. Maintain confidentiality of all financial and other job-related information.
  • Assist in the collection of financial needs for the office each week Submits payments for bank for processing.
  • Review budget with the aim of gaining a clear understanding of budget guidelines and instructions. Assist in project and country budget preparation and revision
  • Review funding allocations to enable proper guidance to programs and proper coding. Support Finance Manager in checking URCS financial reports and vouchers
  • Produce monthly and quarterly reports to be reviewed by your supervisor

  3. Perform any other work-related duties and responsibilities that may be assigned by the line manager

 

Education

Diploma or Bachelor’s degree in accounting from recognized College/Institutions.

Experience

  • Experience in financial management and accounting;
  • Computer literacy with significant knowledge/experience in excel;
  • Strong verbal and written communication skills, including experience and proven competence in writing narrative and financial reports;
  • Excellent practical computer skills (including strong competence in Windows, word processing, spreadsheets, internet/email, accounting software;
  • Experience in problem identification and solution;
  • Experience in writing narrative and financial reports is an asset;
  • Previous experience working for the IFRC and/or National Society an asset.

 

Knowledge, Skills and Languages

  • Strong written and verbal communication and inter-personal skills, including working with other cultures and nationalities;
  • Self-supporting in computers (Windows, spreadsheets, word-processing, e-mail);
  • Self-Motivated, proactive with good judgement and initiative;
  • Excellent interpersonal and written communication skills;
  • Ability to prioritize, meet deadlines and work under pressure;
  • Sensitive to diversity;
  • Fluently spoken and written English & Ukrainian.
