Functional Responsibilities
Under the overall supervision of the Senior Project Manager, the incumbent is required to lead and perform the following duties and responsibilities:
1. Corporate M&E Responsibilities:
-
Be the lead in knowledge building and dissemination of lessons learned to the UNOPS office, national counterparts and other UN agencies;
-
Provides relevant technical assistance to the Senior Project Manager and the project management unit;
-
Ensure easy public access to Monitoring and Evaluation reports and data, and support wide distribution.
2. Programme / Project M&E Responsibilities:
-
Define and introduce UNOPS M&E approach to all projects and programme stakeholders;
-
Coordinate and oversee the development, piloting and maintenance of oneUNOPS Collect and relevant dashboards to accurately track data collected from various interventions across program activities, with particular focus on SNSOP. Ensure maintenance of data back-up and retrieval systems;

Develop an M&E Framework, plans and tools for the Project – this will also entail the preparation of an M&E validation workshop for all staff;
-
Initiate the development of the Programme/Project M&E strategy based on the result framework;
-
Lead, or support the preparation of TORs for procured services , baseline surveys, Mid Term Review, End Project Reviews and Annual Reviews and related reporting requirements;

Lead in the collection, cleaning and analysis of all relevant data and facilitates the implementation of feasibility and baseline studies as well as evaluations where appropriate;

Lead Training & Development of programme and project personnel principally in the areas of Monitoring and Evaluation;

Review the Projects’ logical framework: hierarchy of objectives, indicators, means of verification, assumptions and risks and advise the project management Unit for improvement to enhance efficient and comprehensive monitoring and measurement of the project achievement;

Ensure adequate resourcing is allocated for the defined M&E Scope of Work;

Develops a field monitoring plan based on agreed upon progress and target indicators;
-
Consolidates and reviews periodic technical reports of projects, provides appropriate comments as well as prepare consolidated annual reports;
-
Assists in problem solving and the development of remedial actions ensuring that any disparity between planned and actual outputs are addressed;
-
Provides technical support and training to UNOPS partners to strengthen M&E systems, including the development of sentinel surveillance systems, the recommended reporting and monitoring formats & guidelines or/and provides any on-site support, and, if required, develops an M&E capacity strengthening strategy plan for implementing partners;

Lead the implementation of regular and periodic project evaluations;
-
Leads, reviews and assists all field locations in attendance uploads and payment generations in liaison with the cash transfer specialist and MIS specialist;
-
Develop required M and E tools in consultation with the other technical specialists;
-
Performs any other tasks as requested by the supervisor.
3. Stakeholder management
-
Develop close working relationships with all project participants and stakeholders; establish and maintain good working relations with all relevant stakeholders;
-
Develop of schedule of meetings and communications for maintaining close liaison with national authorities and other relevant organizations;
-
Coordinate support to various donor- and UNOPS-led assessments;
-
Coordinate responses to data-requests from donors.
4. Monitoring and Progress Controls
-
Develops and distributes performance reports related to M&E. Regularly reviews project status, evaluating performance criteria (scope, cost, schedule and quality);
-
Develops and manages corrective action plan;
-
Evaluates performance and initiates change requests as required;
-
Based on the monitoring and evaluation data, support SNSOP project in particular, and South Sudan in general, in developing performance improvement plans;
-
Support the execution of improvement plans related to development of ICT enabled tools, e-manuals, procuring of services and equipment for monitoring;
-
Support the preparation of quarterly, semi-annual and annual progress reports to the donors and other stakeholders.
Final Product
-
Prepares and issues regular reports in accordance with supervisor’s guidelines;
-
Maintains diaries and progress reports as required by UNOPS standard procedures.
Education/Experience/Language requirements
- Masters' Degree in Business Administration, Development Studies, Management, Social Sciences and related field is rerequired.

Bachelor's degree in business administration, development studies, management, social sciences or related field combined with an additional 2 years of experience may be accepted in lieu of a Masters degree
Work Experience
-
Minimum of five (5) years of relevant experience in the areas of M&E or related is required;
-
Experience in development work in remote areas highly desirable;
-
Experience in WB M&E systems an asset;
-
Experience of working with local counterparts in building their capacity is desirable.

Experience in road construction and capacity building will be an asset
-
Clear knowledge and experience working on data analysis.
Language requirement
-
Fluency in written and oral English is required

Knowledge of Arabic Language desired
