The Secretariat of the WTO is seeking to fill a position of Statistician in the International Trade Statistics Section (ITSS) of the Economic Research and Statistics Division.

 

This is an External Vacancy Notice open to external candidates and WTO staff. It is posted on the WTO internal as well as external career site. Eligible WTO staff on short-term, fixed-term or regular contracts and interns must apply through the Workday internal career site.

 

This is a Fixed-term contract funded through the regular budget. The duration will be two years with the possibility of extension.

 

Under the supervision of a Senior Statistician, the incumbent is expected to ensure the timely collection and compilation of trade in services statistics, and to assist with work on the measurement of digital trade, particularly digitally delivered services. The Statistician will also carry out analytical work and participate in technical assistance activities.

 

 

General Functions

 

Reporting to and under the close supervision of a Senior Statistician, the incumbent will undertake the following tasks in the field of trade in services statistics and digital trade:

 

1. Collect and compile data from a variety of national, regional, and international sources.

 

2. Adjust and estimate missing data.

 

3. Carry out research and analysis for a variety of outputs.

 

4. Contribute to and participate in technical assistance activities.

 

5. Provide other statistical and research support as necessary.

 

 

REQUIRED QUALIFICATIONS

 

Education:

Advanced university degree in statistics, economics, or other related disciplines.

 

Knowledge and Skills:

 

Technical knowledge and skills:

 

Good knowledge of the concepts and recommendations of the Manual on Statistics of International Trade in Services, the Compilers' Guide on Trade in Services by Mode of Supply, and the IMF-OECD-UNCTAD-WTO Handbook on Measuring Digital Trade.

Very good skills and experience with data collection and estimation of missing data.

Advanced IT skills in Microsoft Excel and VBA, and good knowledge of other statistical programming language, such as R, SQL, Python, and/or SAS.

Proven analytical skills to interpret and present statistical outputs in a clear and concise manner.

Excellent drafting skills.

Good organizational skills, including ability to organize own work/time effectively, prioritize and manage multiple assignments subject to strict deadlines, and work under pressure.

Attention to detail.

Strong sense of responsibility and accountability.

Excellent interpersonal skills to interact and build harmonious relationships with colleagues, both inside and outside the organization.

Very good communication and presentational skills to interact with different audiences.

 

Work Experience:

 

At least two years of relevant experience in governmental or non-governmental institutions, or the private sector.

 

Languages:

 

Excellent command of English, both oral and written, is required (minimum C1 level according to the Common European Framework of Reference for Languages (CEFR). The ability to communicate and give presentations in French and/or Spanish can be an advantage (C1 level according to the CEFR).

For non-entry level positions, the position may be offered at a lower grade if the selected candidate does not fully meet all the required qualifications. 

The initial fixed-term contract shall be two years, which shall be probationary, as per Administrative Memorandum No. 997 (OFFICE(23)/4) on Probation Policy.

The WTO may use various communication technologies such as video or teleconference for the assessment and evaluation of candidates. The recruitment process may also involve the use of various forms of testing, assessment centres, interviews and reference checks. 

Applicants may be required to sit a written examination.

Candidates not selected whose performance in the selection process nevertheless shows them to be suitable for a similar position may be kept on a roster for up to 24 months, and may subsequently be called upon as and when the need arises for additional resources.
