Assistant Reporting Officer

Organizational Setting and Work Relationships
General guidance and support are received from the External Relations Officer. Guidance may also be given by the various specialised units in the office.

Within UNHCR: Close contacts with sections to gather and analyse information.

With EXTERNAL Parties: implementing partners and UN agencies to gather analyse and disseminate information about UNHCR activity information.

Impact of Work: Accurate and well-presented information will promote UNHCR action for refugees, contribute to good decision making, and help for fund raising.
Errors can lead to inappropriate action, and impact negatively on UNHCR's image and affect funding raising efforts.


All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
- Keep abreast with developments in the area of responsibility to prepare appropriate briefings and reports.
- Assist in collecting and drafting the required information for the production and dissemination of regular updates for internal and/or external distribution.
- Assist in organising donor briefings and the coordination of inter-agency meetings.
- Assist in maintaining working relationships with the Government, NGOs, and UN agencies.
- Draft and disseminate minutes of the meetings that are held periodically in the duty station.
- Accompany visitors and colleagues on monitoring missions to refugee sites giving appropriate briefing, commentaries and prepare briefing material for visitors.
- Draft updates, donor reports, background notes, briefing notes, press reports, etc.
- Produce reports on UNHCR activities.
- Liaise with external partners on behalf of UNHCR.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Desired Candidate Profile

The desired candidate requires very strong drafting skills, ability to analyse information and data to develop reports, appeals, mission agendas, key messages, talking points and different papers as needed. S/he should have excellent inter-personal and communication skills and experience of working with government and NGO partners, multi-functional teams and be ready to work under tight timelines. Working experience with UNHCR or UN will be an advantage as well as working in an inter-agency setting. S/he should have an experience in preparation and conduction of donor missions and also visits of the UNHCR high officials and government partner senior staff.
Working experience in Somali region of Ethiopia will be an advantage.

Operational context

Occupational Safety and Health Considerations:

Nature of Position:

Around 100,000 refugees fled into Ethiopia following clashes and violence in Laascaanood city, Somaliland area of Somalia in early February 2023. 91,000 of them were pre- registered at the family level across the remote Doolo Zone in Ethiopia’s eastern Somali Region, while biometric registration has begun in Mirqaan. Many refugees have found a home in host communities. Others without this safety net and in dire need of support have been relocated to Mirqaan settlement where they can build a home. To date, nearly 46,884 refugees have been screened and moved to Mirqaan, with support from the Government’s Refugees and Returnees Service (RRS). UNHCR is applying integrated approach through which assists the host communities to expand on the existing services and make them available also for refugees.   

UNHCR closely works with Government’s Refugees and Returnees Service (RRS), Somali Regional State, Woreda authorities, partners and refugee and host communities. Most are of intervention now is Mirqaan refugee settlement where available services were mobilized to which both refugee and host communities have equal access. Expansion of the school and health facilities are in proress. Most of UNHCR partners are new and need guidance on UNHCR standards. Second refugee settlement may be Hegalle, Danot Woreda which falls under area of responsibility (AoR) of Bokh FO.

However, with the increasing number of refugees in need across the Doolo Zone and very limited resources to respond UNHCR and partners often to do re-prioritization to respond to the life-saving situations. WASH, shelter, education, health services and protection case management are main areas of UNHCR’s and partners’ intervention while working closely with WFP on food assistance.

The Assistant Reporting Officer will be based in Bokh and will report to the Head of Field Office Bokh. S/he will closely work with the External Relations Unit in Addis Ababa and will have a key role in showing achievements and funding gaps of the Office. S/he will be responsible for reporting internally as well as externally including for weekly and other periodic sitreps to be submitted to the RO in Addis. S/he will work closely with the government and NGO partners and will be responsible for interagency reporting. S/he will work will all technical teams in the FO Bokh most importantly with information and data management unit to analyse data for fundraising. S/he will help the office with developing the appeals, reports, key messages, talking points and other tools.

Living and Working Conditions:

Further to the conflict in and around the Laascanood area of Somaliland state of Somalia (Sool region) of early 2023, an estimated 100,000 refugees crossed into the Doolo zone of the Somali Regional State of Ethiopia. In order to respond effectively, UNHCR set up a base in Bokh, a small town located in Doolo zone of the Somali Regional State of Ethiopia and headquarters of the Bokh woreda (district), with an estimated population of 50,000 people. Bokh is situated 170 kms from Wardher, the zonal capital of Doolo zone and some 80-100 kms from the Ethiopia-Somalia border. Bokh is also located at almost 700 Kms from Jijiga, the headquarters of the Somali Regional State Government where UNHCR Sub-Office is based.

Given the remoteness of the area and its proximity to the border with Somalia, the security situation in Bokh is considered to be fluid and requires a sense of vigilance and alertness. UNHCR’s Field security staff on ground in collaboration with UNDSS provides security advisories regularly to all staff in Bokh and the surrounding field locations to which adherence is expected. There are a few upcoming private real estate investments in Bokh. Provision of accommodation to national staff is not yet decided. Security briefing is mandatory upon arrival at the duty station. All travel itineraries should report to the radio room before departure and continue reporting their position every 60 minutes, until back to base. Official working hours are Monday through Thursday:  08:00 – 12:00 and 13:00 – 17:00 hours; while on Fridays 08:00 – 13:30 hours.

Bokh is served by a Government Health Centre and a Level-1 Hospital in Wardher, both of which offering basic medical services.  It should be emphasized that the medical facilities in the area are insufficient to treat complicated medical cases. The UN Team in Bokh is working on a plan to establish a UN Clinic with a full-time doctor and nurse to provide onsite medical assistance to staff and also process referrals as may be needed. A medevac plan is also under discussion in collaboration with the Medical Services Team at the Regional Bureau in Nairobi and the UN Health Care Centre in Addis Ababa; the latter provides 24/7 health care services for eligible UN staff and their dependents in different specialized Medical Units. Bokh also has small markets, restaurants and shops from where food and other household items can be purchased. Banking services are very limited in Bokh and it always advisable to carry cash. The only Ethiopian Commercial Bank branch is located 170 kms away in Wardher where financial services, including ATM machines, can easily be accessed. However, a microfinance agent exists in Bokh and facilitates some small financial transactions in the local currency.

Transportation in and out of Bokh is by road. However, the UN Team is mobilizing donors to facilitate the establishment of an airstrip in Bokh so that UNHAS can operate regular flights to Addis Ababa. Land for the airstrip has already been provided by the authorities and technical surveys undertaken by UNHAS. In the meantime, travel is either through Jijiga (served by Ethiopian Airlines daily) or through Kebridehar where Ethiopian Airlines flies from Addis Ababa twice a week, and then onward on a road journey of some 7 hours on a dusty road.

Network coverage is unreliable in Bokh. In commercial hotel accommodations, there is no access to the internet at all. Connection to wireless networks and other ICT needs is under preparation by UNHCR ICT colleagues. VSAT equipment are being prepared for installation in Bokh and some ICT emergency kits have recently been delivered in Bokh to facilitate staff office activities.
