Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

The IFRC has been present in the South Caucasus region, including through its Country Delegation in Armenia since 1992 with large scale humanitarian programmes. Currently, IFRC has a Regional Country Cluster Delegation based in Tbilisi, Georgia that covers three countries in the South Caucasus. Since end of 2020, the IFRC opened a country office in Armenia

Since September 2023, Armenia has experienced a massive influx of individuals following the military escalation starting on 19 September. According to the Government of Armenia, 100,670 people arrived in Armenia. On 2 October 2023, the Government of Armenia officially requested international assistance. Governmental bodies, NGOs, and volunteers work together to address urgent needs. Since the onset of the crisis, the ARCS has been at the forefront of supporting the national and local authorities in responding to immediate humanitarian needs. IFRC is providing direct support to the ARCS in the evolving crisis and strategic planning for humanitarian interventions and ensuring the provision of technical and financial support in coordination with the Movement Partners. IFRC and the Armenian Red Cross have launched an emergency appeal for 20 million Swiss Francs to continue scaling up this response to provide immediate relief while also offering support in the longer term for these communities.

This Job Description pertains to the Planning, Monitoring, Evaluation and Reporting (PMER) Delegate position. The position is based in IFRC Country Office in Armenia, Yerevan and provides support to Country programmes and operations.

 

Job Purpose

Under the direct supervision of the IFRC Country Programmes and Operations Manager and in close cooperation with the IFRC Emergency Coordinator in Armenia, the PMER Delegate will be responsible for the coordination and quality insurance of Planning, Monitoring, Evaluation and Reporting (PMER) activities. The role has a technical reporting line to the Regional Head of PMER and Quality Assurance Unit at the ROE.

The PMER Delegate will be the internal/external focal point and first point of contact for the PMER issues for Country Programmes and operations. The position holder will be responsible to make sure that all project-specific PMER-related matters adhere to Federation wide PMER framework, as well as of the IFRC / National Society’s overall activities to the country operations, including harmonizing Monitoring and Evaluation (M&E) and data collection frameworks and tools, and reporting requirements. The role holder will also support coordinated efforts of capacity building in monitoring and reporting for IFRC and Armenian Red Cross Society (ARCS) teams.

Strong collaboration will be expected with the PMER focal point at the IFRC South Caucasus Country Cluster Delegation and as well as the ROE’s PMER team. The position holder will be expected to fulfil specific managerial functions related to coordinating PMER efforts in the ongoing emergency operations, in addition to the focal point described herein. Such duties are defined in more detail in the specific position description.

Job Duties and Responsibilities

PMER in Emergencies

  • To maintain and advise on planning frameworks and lead emergency planning processes for the above-mentioned emergency operations.
  • To lead and be the focal point for PMER related responsibilities during the emergencies (guidelines, processes, tools, templates).
  • To work closely with PMER focal points at the IFRC South Caucasus Country Cluster Delegation and ROE’s PMER Team, on designing and implementing key planning, monitoring and reporting products, that are aligned with and feed into regional and global frameworks and standards. Related to the Armenia - Population Movement Emergency Appeal operation. This includes facilitating the process for feeding into Operation Updates, Sitreps, Revised Operational and country strategies and Emergency Appeals, providing guidance and assistance country operational teams and PMER focal points as needed.
  • To undertake quality control and editing of all reports related to the operation, as part of wider reporting frameworks, on for cluster-specific emergencies, ensuring that professional IFRC and donors’ standards and formats are adhered to.
  • Providing technical support to potential project proposal development related to the operation, in coordination with the ROE’s SPRM and PMER units.
  • To work closely with the Federation-wide Databank and Reporting Systems (FDRS) team in defining federation-wide monitoring and reporting systems to Secretariat and National Society staff in the ROE and the field.
  • To work with the Programmes and Operations Manager in designing and rolling out an overarching M&E framework and sector-specific M&E and accountability frameworks for the emergency operations. The M&E framework is to include impact measurement (baseline, end line surveys/PDMs) and learning activities. This includes working with cross-cutting sectors such as Community engagement and accountability (CEA) and Protection, Gender and Inclusion (PGI) to ensure integration of cross-cutting elements in the programmes.
  • To participate in reviewing existing M&E and information management systems within IFRC teams and National Society operations and identifying where support is needed.
  • To support partners in setting up functional data management systems and processes, support the assessment processes and implement actions emanating for assessments.
  • To contribute to internal and external evaluation efforts related to the emergency operations, independently for cluster-specific operations, and working with the Regional PMER and QA for feeding into wider, multi-country evaluation efforts.
  • To lead baseline studies, case studies and ensure proper collection and analyses of data.
  • To ensure a proper accountability and coordinate with other technical departments on evaluative efforts, to start initiatives and ensure proper documentation of innovative approaches and best practices for dissemination and sharing experiences within the cluster.

Job Duties and Responsibilities (continued)

Other job duties may include, depending on the organization of tasks in the Country Cluster Delegation (CCD):

  • To contribute to the creation and continuous maintenance/revision of a strategic, operational and implementation plan that encompasses the National Society’s response plan in its entirety, that places the National Society at the centre of coordinated Federation-Wide efforts in-country, aligned with and feeding into multi-country and regional strategies.
  • To contribute to ensuring information for reporting is compiled at country level, to meet internal and external reporting requirements, and contribute to internal and external products.
  • To contribute to the alignment of the Armenia – Population Movement Emergency Appeal operation with the Armenia longer-term Unified Plan especially with regards to the harmonization of monitoring, data collection and reporting based on the established Common Accountability Framework in Armenia.
  • As part of its continuous organizational development and to play a central role in driving coordinated programming in the long term, the ARCS has recruited a dedicated PMER focal point into its structure. The role of the incumbent will be to support the NS PMER's professional development, the staff's training and mentoring to the extent necessary, and capacity-building initiatives.

Education

  • Graduate degree in a relevant humanitarian or Social Sciences, ideally studies relating to data management, statistics etc.
  • Basic Delegate Training Course or IMPACT, ERU, CAP Training or equivalent experience (international deployment)

Experience

Required Experience

  • At least 3-5 years of professional experience in PMER.
  • Experience working in an emergency response context.
  • Background in data collection, management, analysis and presentation methods and tools, and ability to set up systems and procedures for reliable data collection and management.

Preferred Experience

  • At least 3 years of experience working for the RCRC Movement.

Knowledge, Skills and Languages

  • Knowledge of PMER systems and standards, including planning and reporting systems, Results’ Matrix, Apple, Business Objects, etc.
  • Skills in supporting organizational learning, accountability, and performance.
  • Strong analytical and written skills, including reports and presentation skills.
  • Strong skills in designing and using PMER concepts, tools, and best practices.
  • Knowledge of results-based or adaptive management systems and processes.
  • Knowledge and skills around results-based planning (logframe) and setting up robust planning systems for complex programmes.
  • Knowledge of assessment, survey and monitoring methodologies and experience implementing them.
  • Knowledge of evaluation and review for disaster response or recovery work.
  • Experience in capacity building through on-the-job or other training methods.
  • Fluent spoken and written English

Preferred Knowledge and Skills

  • Good command of another IFRC official language (French, Spanish or Arabic)
