Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

 

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

 

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

 

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Job Purpose

The Communications and Reporting Officer is responsible to provide support to all IFRC supported projects and operations ensuring that Communications and Reporting elements are well incorporated and implemented in delivering their core services and fostering cooperation in programmes and operations. 

 

The Communications and Reporting Officer ensures speedy, high quality, coherent and well-coordinated reporting as well as communications services across projects and operations. S/he provides technical support in the development and implementation of relevant Communications and Reporting actions set out in the CCD unified plan (UP), projects alongside with emergency operations that deliver against key regional results spanning five Strategic Priorities (SPs): Climate & Environment; Crisis and Disasters; Health; Migration; and Value, Power and Inclusions (VPI) as well as four Enabling Functions: Strategic and operational coordination; National Society development; Humanitarian Diplomacy; Accountability and agility. The role is the focal point for coordinating media and enhancing the profile of the IFRC and member societies in the region.

Job Duties and Responsibilities

Reporting

  • Lead the coordination of all reports for the CCD to ensure they meet deadline and quality standards.
  • Lead the coordination with Asia Pacific Regional Office (APRO) and the CCD team to facilitate the reporting process.
  • Undertake quality control and final editing of all plans and reports, ensuring that professional standards and formats are adhered to.
  • Maintain an effective reporting and reports tracking system for UP, projects and operations, and monitor deadlines and ensure that reporting requirements (frequency, quality, capacity and timeliness) for all running activities have been planned and agreed upon.
  • Act as focal point for data/ resource collection and processing including support survey and mapping exercises, baseline/ end line processes.
  • Maintain archives for CCD and country reports and assist National Societies to maintain their archives.
  • Prepare the internal monthly dashboard and other updates requested by the APRO Planning, Monitoring, Evaluation and Reporting (PMER) Unit.
  • Prepare the mid-year and annual reports against the UP and other reporting requirements.
  • Provide technical inputs and assistance in proposal development and grant management.

Communications

  • Lead and deliver high impact media and communications on emergencies first in news media and on social media on crises and disasters in the sub region.
  • Facilitate and manage the deployment of surge roles to generate media content for news media and social media channels.
  • Coordinate with the media including requests for interviews from news media, preparing spokespersons, drafting key messages, and developing media stories.
  • Facilitate the graphic design process with professional editors and designers on the production of electronic and printed materials as required.
  • Develop, co-write and placed opinion articles in high value and influential news media outlets in line with key priorities and focus areas.
  • Implement communications campaigns such as International Women’s Day, World Red Cross Red Crescent Day, World Blood Donation Day, etc. in collaboration with the National Societies and IFRC Global communications.
  • Promote the work of IFRC and the four National Societies on IFRC’s media channels such as RedTalk, NewsWire, Exposure, Red Cross Red Crescent Magazine as well as on IFRC’s social media channels.
  • Reputation management through regular media monitoring.
  • Coordinate with Movement partners, particularly ICRC on communications as required.

 

Technical support

  • Provide technical support and on the job coaching to National Societies through tailor made trainings and appropriate material development on reporting and communications to ensure the National Societies are updated with new requirements and tools.
  • Provide support to workshops, events and trainings at national and regional level, including developing communication plans, liaising with internal colleagues, communication manager, support team and graphic designer for the development, production and dissemination of training and marketing materials.

 

Knowledge platform management

  • Enhance internal and external communication through the identification of opportunities to improve internal processes, enhance information-sharing and the use of online platforms.
  • Support information management and dissemination for Red Cross Red Crescent activities in the region, feeding specifically into regional or global publications and initiatives (Annual report, annual appeal, International Day of Disaster Risk Reduction, Red Cross Red Crescent World Days, etc.) in cooperation with National Societies, CCD and APRO.
  • Update the existing Resilience Library and link it to other existing data management tools of the IFRC, such as FedNet, websites from National Societies of the region.
  • Maintain and update the Resilience Library to reflect on- going programmes of the CCD e.g. COVID-19 page and proposed CEA page
  • Ensure that the required functionalities for the Resilience Library to operationalize are consistent and working according to the expressed needs of the region.
  • Provide technical support in website design and development as required.

 

Confidentiality

  • Maintain strict moral confidentiality and do not disclose neither spread any confidential or sensitive information.

Organize archives of all reports and documents and treat them as confidential material.

Education

Bachelor’s degree or equivalent higher education degree (Required)

Experience

  • At least 5 years’ experience in the Communication and media field, including managing staff (Required)
  • At least 5 years’ experience leading reporting processes, including managing staff (Required)
  • Work experience with the Red Cross Red Crescent (Preferred)
  • Experience in project cycle management including proposal development, budgeting and reporting, monitoring and evaluation (Required)
  • Good knowledge and relevant work experience in the regional context (Required)
