In the thematic area of trafficking in persons, UNODC is providing technical assistance and other mandated support to Member States globally through its Action Against Human Trafficking and Migrant Smuggling. In Central Asia, the overarching strategic framework under which UNODC provides technical assistance is the UNODC Program for Central Asia, which includes assistance to prevent and address trafficking in persons and smuggling of migrants as a key priority. 

National Program Officer on Crime Prevention and Criminal Justice is based in the UNODC’s Regional Office for Central Asia in Tashkent, Uzbekistan. The incumbent will provide policy, programme, and technical support to the implementation of activities led by the the UNODC Regional Advisor for Central Asia on Countering Trafficking in Persons and Smuggling of Migrants deployed in Tashkent, Uzbekistan aimed at preventing and addressing trafficking in persons in the Central Asia region.

 
Job Purpose and Organizational Context
Under the general supervision and policy guidance of the UNODC Regional Representative for Central Asia, and technical guidance of the of the relevant staff in the Prevention, Treatment and Rehabilitation Section (PTRS) in UNODC HQ, the incumbent will be responsible for implementation and day-to-day management of the regional segments of the global project GLOK32, especially with a focus on treatment of drug use disorders, in line with written guidelines and instructions developed by UNODC on the project cycle management and project implementation:. 
 
Duties and Responsibilities

The National Programme Officer on Crime Prevention and Criminal Justice will work under the overall supervision and policy guidance of the UNODC Regional Representative for Central Asia, and the direct supervision of the UNODC Regional Advisor for Central Asia on Countering Trafficking in Persons and Smuggling of Migrants and within assigned authority will be responsible for the following specific duties:

  • Provide policy, programme, technical support to achieve outcomes and outputs of the Action Against Human Trafficking and Migrant Smuggling and the UNODC Programme for Central Asia aimed at strengthening the capacity of criminal justice practitioners to investigate and prosecute trafficking in persons through on-the-job mentoring and advisory services, as well as training initiatives;
  • Manage day-to-day implementation and overall coordination of projects related to trafficking in persons within the framework of the Action Against Human Trafficking and Migrant Smuggling in the Central Asia region and support the implementation of trafficking in persons activities of the UNODC Programme for Central Asia.
  • Provide substantive and technical expertise for the implementation of mentoring, advisory and training activities, including the collection and compilation of relevant background data and information, monitoring and evaluation;
  • Undertake associated research (including) desk research and assessment missions;
  • Assist in coordinating project implementation and monitoring;
  • Attend and contribute to technical consultations with participating countries, donors, and other actors on measures against trafficking in persons and/or smuggling of migrants; 
  • Support negotiations and consultations on anti-trafficking in persons issues, especially those concerning criminal justice, with relevant national authorities, international and non-governmental organizations, as required;
  • Prepare documentation and analyses and collate papers/reports, including background materials, analytical and substantive documents and reports, documentation on training courses and meetings, briefing notes, working papers etc., linked to trafficking in persons and/or smuggling of migrants in Central Asia;
  • Design and facilitate the organization, and take part in the delivery of national, regional, and interregional level training activities for criminal justice practitioners, with a particular focus on trafficking in persons;
  • Maintain constant liaison with all beneficiary agencies to ensure timely delivery of activities and provision of guidance to the executing agencies on routine implementation of projects activities;
  • Prepare periodic project progress reports and contribute to the monitoring and evaluation of activities; 
  • Undertake outreach and dissemination activities, as required, and promote cooperation and continuous sharing of information;
  • Coordinate actions with relevant national authorities, other international organizations, and non-governmental organizations, which carry out activities related to combating trafficking in persons at national and regional levels;
  • Proactively support and seek opportunities for fundraising strategies on trafficking in persons; devise new concept notes and funding proposals to augment current project results;
  • Contribute to the development of progress reports to donor organizations, monitoring, evaluation and lessons learned reports and other relevant program-related documents, including substantive correspondence for a) resource mobilization, b) partnership building, and c) reporting;
  • Procure goods and services to initiate activities, including drafting TORs and work specifications;
  • Represent the organization, if delegated and required, on behalf of UNODC, vis-a-vis other United Nations organizations, donor organizations, other international organizations, as well as national authorities and non-governmental organizations and endeavor to build professional relationships with local, regional, and national authorities in order to ensure the full participation of a broad spectrum of national leadership in the identification, planning, and execution of activities related to trafficking in persons and/or smuggling of migrants in Central Asia;
  • Perform other duties that may be required by UNODC senior management.

Required Skills and Experience

Education:
  •   Advanced university degree (Master) or equivalent in law, political or social sciences, international relations, or another relevant field.
Experience:
  • A minimum of 3 years of relevant professional experience in criminal justice including designing, implementation, monitoring and/or evaluation of development projects focused on awareness-raising, capacity building, strategy and policy development, and/or international cooperation is required.
  • Experience in working with national authorities, civil society, and international organizations and donors is required.
  • Experience in working with the issues related to combating trafficking in persons is highly desirable.
  • Experience in international development cooperation, especially in/with the United Nations System, is highly desirable.
  • Experience in carrying out analytical work, preparing briefs, reporting and contributing to reports is desirable.
  • Knowledge and practical experience in operations related to administration and finance is desirable.

Language Requirements:

  • Fluency in verbal and written English, Russian, and Uzbek with excellent drafting skills. Proven ability to draft, edit, and produce written proposals in English and results-focused reports.

Computer skills

  • Excellent drafting skills for routine correspondence and proficiency in Excel, Word, PowerPoint.

Others:

Knowledge of administrative procedures of the United Nations system would be desirable.
