In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, and pre-service nursing and midwifery education. These projects are funded by USAID, Bill & Melinda Gates Foundation, Norway India Partnership Initiative (NIPI), David & Lucile Packard Foundation, Children’s Investment Fund Foundation (CIFF), Merck for Mothers and others.

Jhpiego is hiring for the position of Program Officer to be based at Sikkim, for its comprehensive primary healthcare strengthening project - NISHTHA. The position will work closely with the NISHTHA state team in the state to ensure operationalization of health and wellness centers as per the program work plan in Sikkim.

This position requires technical expertise, public health experience, strong coordination skills, understanding of Indian public health system and ability to develop positive, professional working relationships with various government counterparts and other development partners. This position will report to the State Program Officer-NISHTHA, Jhpiego.

Responsibilities

  • Support implementation of the Comprehensive Primary Health Care (CPHC) project in the Sikkim
  • Provide technical assistance to NHM, AYUSH or other government officials for operationalization of Health & Wellness Centres (HWCs) in the state.
  • Support in establishment of innovative ecosystem for designing solutions for strengthened linkages for ensuring Continuum of Care for various primary health services. Also support in implementation and scale up of innovative solutions.
  • Provide technical assistance for roll out of healthcare services at HWCs including expanded range of services (EPS).
  • Provide technical assistance for Integration of Tuberculosis services at Health and Wellness Centres.
  • Provide support for field level integration of RMNCH+A services within CPHC service delivery framework through Health and Wellness Centres.
  • Provide technical assistance for implementation of program of Infectious Disease Surveillance & Climate Change and Human Health (NPCCHH) at primary care level (Health and Wellness centres)
  • Manage and support implementation of the annual work plans by assisting in designing, tracking and providing support to the implementation and monitoring of program activities.
  • Support in development of operational plans and financial proposals (PIPs) for setting up/operationalization of HWCs in line with GoI guidance.
  • Work closely with Government/NHM officials and Health Department staff for smooth project management and respond in a timely manner to requests for meetings and reports.
  • Work with MERL team for tracking progress, indicators and deliverables according to agreed work-plans and academic publishing based on the program implementation.
  • Ensure state, donor and headquarter reporting needs are met in a timely manner.
  • Coordinate and collaborate with JHPIEGO staff and consultants for effective program implementation as well as liaise with other partners working in CPHC, NTEP, Climate Change, Surveillance, RMNCH+A, etc. domains.
  • Represent the organization at the appropriate forums, as and when required.
  • Travel within the State or National level as per the project and organizational requirements.
  • Support documentation of project results, successes, challenges, and lessons learned.
  • Work to ensure efficient and effective administrative operations, maximizing the input and support of other Jhpiego staff and consultants as appropriate.
  • Perform or assume other duties as assigned by the supervisor.

Required Qualifications

  • Bachelor’s degree with Master in Public Health (MPH)/ Post graduation in Health Management and /community medicine.
  • 2-5 years of experience working with government and counterparts.
  • Technical knowledge and field experience in public health programs.
  • Familiarity with the Indian health system, newer initiatives in health sector especially Ayushman Bharat Health & Wellness Centres and relevant government policies/strategies particularly NHM.
