Project Background

GGGI's operations in Côte d'Ivoire officially began in 2020. The process of ratifying the country's membership was completed in September 2020. The Government's ambition to anchor its development actions in a logic of growth green has resulted in the greening of its National Development Plan (PND) as well as the revision of these NDCs in 2021.

In this regard, PND implementation guidelines include improving environmental governance and mainstreaming green economy perspectives into development policies. As a member of GGGI, Côte d'Ivoire receives technical assistance from GGGI to support the territorial application of NDCs to respond effectively to climate challenges but above all to seize the many opportunities linked to the climate economy at the local level.

Côte d'Ivoire aims at reducing its estimated GHG emissions by 30,41%, all sectors combined, by 2030. The e-mobility project is therefore an important project for the country. The project aims at reducing fossil fuel consumption, GHG emissions, and emissions of suspended particulate matters from vehicle exhaust pipes by:

(a)    Extension of mass public transport, by e-bus, to cities that meet a certain demographic profile and have socio-economic infrastructure whose accessibility requires efficient mobility;

(b)    Promoting NMT over short distances to reach, for example, e-bus stops and terminals;

(c)     Promoting the use of personal and professional ZEVs to gradually replace polluting fossil fuel vehicles which represent 60% to 70% of the national vehicle fleet;

(d)    Promoting two- or three-wheeled electric motorcycles to replace those running on fossil fuel; and

(e)    Promoting renewable energies as a source of electrification of the transport sector.

The e-mobility project aligns with the national strategy to fight climate change, the roadmap established in 2019 for sustainable mobility in Côte d'Ivoire and the objectives of the national development plan for renewable energies. In addition to reducing pollution in the transport sector, the e-mobility project will save many human lives, create several jobs and businesses through the development of a commercial ecosystem of electric vehicles and non-motorized transport systems.

To finance this project, a concept note and a PPF were submitted to the GCF in order to mobilize the resources necessary for its implementation. At this stage, it is about (1) integration of the comments on the concept note formulated by the GCF, (2) a new draft for the project document and (3) the validation of this draft by the stakeholders and the GGGI prior to its submission to the GCF.

To do this, 4 additional studies must be carried out including (1) a study on the political, institutional and regulatory framework of sustainable urban mobility including the electric transport sector, (2) a study on the potential for the development of essential infrastructure to enable e-mobility and Non-Motorized Transport (NMT), (3) a study on the economic model suitable for the development of sustainable and electric transport in Côte d'Ivoire and (4) an environmental, social and gender study.

Carrying out these studies will require the recruitment of a senior national consultant whose main mission is to revise the concept note and the PPF based on comments from the GCF and the results of recommended additional studies.

Objectives of the Assignments

The consultant is responsible for revising the concept note and the PPF to be resubmitted to the GCF. Thus, it will prepare the recruitment of sectoral consultants, monitor and coordinate the studies, provide administrative and logistical support to the consultants and ensure compliance with deadlines and the quality of deliverables. He will be under the responsibility of the GGGI country representative in Côte d'Ivoire.

The Duties assigned to this consultant position will include the following, but are not limited to:

• Propose a methodological approach and a work plan;
• analyze comments from the GCF;
• organize the consultation of the parties for the examination of the comments of the GCF;
• revise the concept note following consultations;
• support the organization of the validation workshop of the revised concept note;
• finalize the update of the concept note;
• support the preparation of the recruitment of sectoral consultants;
• provide administrative and logistical support to sectoral consultants,
• ensure compliance with deadlines and the quality of deliverables;
• update the PPF by taking into account the results of sectoral consultants;
• write drafts of monthly, annual and end-of-project reports.

 Deliverables and Payment Schedule

The Consultant shall submit the Final Report which should reflect the outcome of all activities prepa8red by the consultant. The report should also give recommendations for further activities to be carried out in order to secure a long term sustainable development of the measure.

All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.

The Consultant shall submit the report in both hard copies and electronic versions readable by a Microsoft Office application.

All outputs must be in English. In addition, the Consultant may be required to submit the outputs in other languages.

Final report must be approved by the GGGI with the agreement of the NDCP national focal point. The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.

Expertise Required 

Qualifications and skills

• Master's degree or equivalent in energy, engineering, physics, environmental, political and social sciences and project management or any other disciplines related to energy.

• good knowledge of e-mobility and climate finance mechanisms

• good knowledge of international agreements and conventions on climate and sustainable development

General professional experience

• At least ten (10) years of demonstrated experience in the field of energy and transport;
• Experience in energy data analysis and sizing of energy production system;
• Experience in writing technical reports and scientific articles related to energy;
• Experience in project coordination and management;
• Ability to lead and work effectively with people from diverse cultural and professional backgrounds
• Written and verbal communication skills in English and French are essential.

Specific professional experience

• • At least 5 years of experience in drafting concept notes submitted to climate windows
• good experience in project and study coordination
• Good knowledge of the Ivorian institutional and regulatory framework in terms of environmental, climate and decentralization policy
• Experience in public consultation, workshop organization and reporting

Skill, and knowledge

• Good familiarity with the energy policy of Côte d'Ivoire, the key players (producers, distributors, regulatory authority), the national electricity production system (energy mix) and electricity pricing;
• good command of spoken and written English or good knowledge of results-based budgeting, etc.
• High level of attention to detail and accuracy.
• Strong and matured interpersonal skills and proven ability to work with multicultural teams.
• Ability to work well under pressure and have a flexible approach to assigned tasks.
• Experience coordinating successful functions and events (workshops, meetings, etc.) that run smoothly and well-facilitated.
• Good level of proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.),
• Exceptionally organized with excellent prioritization skills.
• Excellent communication, presentation and writing skills.
