The International Transport Forum  (ITF) is an intergovernmental organisation which operates as an autonomous body within the framework of the OECD that organises dialogue for better transport. As the only global body with a mandate for all transport modes, we serve as a think tank for our 66 member countries and offer a platform for knowledge exchange among transport decision-makers and civil society. The ITF’s annual Summit is the world’s largest gathering of transport ministers and the leading global platform for dialogue on transport policy.

Job Description

The ITF is looking for a dynamic Strategic Coordinator to support work in the ITF Secretary-General’s Office (SGO). The selected candidate will work under the supervision of the Head of the Secretary-General’s Office.

Main Responsibilities

Research, drafting, planning, coordination, and communication

  • Assist with coordination of internal and external activities of the Secretary-General’s Office.
  • Liaise between the Secretary-General’s Office and ITF Divisions/Units to support the delivery of  strategic priorities, in close collaboration with other members of the SGO.
  • Research, contribute to, and support the preparation of key documents (talking points, briefings, background papers and other communications), meetings, and missions for the Secretary-General and the SGO.
  • Provide support to research activities, including by preparing surveys and interviews, documenting interviews, internal and external meetings, etc.
  • Contribute to the drafting of policy reports, policy briefs, presentations, and other priority activities of the ITF Secretary-General.
  • Support communication with relevant Ministries in ITF Member countries and other organisations. and the activities of the Innovation Hub through analytical, written and verbal contributions aimed at policy-makers and wider audiences.
  • Contribute to drafting project proposals and budgets for projects financed by voluntary contributions, liaising with potential donors and potential beneficiaries/counterparts.
  • Assist in Ieading/ contribute in coordinating VC-funded projects and activities (Innovation Hub), including managing preparation and delivery of outputs, ensuring timetables are prepared and managed, keeping track of timelines and delivery of quality deliverables, ensuring sound financial and budget management, identifying/procuring and supervising external consultants, etc. liaising with donors and counterparts/representatives of the beneficiary country, preparing contracts, drafting progress reports, etc.
  • Assist with creating visibility of activities of the ITF Innovation Hub at the Summit and other events.
  • Support Innovation Hub-related social media activities in co-operation with the ITF Communications team.
  • Update contact list of relevant experts and institutions.

Meetings and Events

  • Contribute to the preparation, coordination, and follow-up of sessions of ITF statutory meetings and coordinate inputs from the SGO/Secretariat under the guidance of the Head of the SGO.
  • Contribute to planning and implementation of high-level political and technical level meetings, including preparation and dissemination of agendas, speeches, talking points, summary decisions, summary records and any other documents.
  • Organise workshops, meetings and conferences, and other peer-driven initiatives, coordinate stakeholder engagement activities whether in France or in project countries, including overseeing logistical organisation and delivery of documentation, and liaise closely with country delegates and participants to ensure smooth communication on all aspects of events.

Outreach

  • Support the staff of the Secretary-General’s Office in country, private sector and other stakeholder outreach and activities as appropriate.
  • Develop and maintain working relations with relevant stakeholders (private sector, national administrations and international organisations).
  • Keep abreast of key international policy issues of relevance to ITF mandates and actively monitored their positions, in respect of identified ITF priorities.
  • Participate in meetings and missions as required and represent the organisation in relevant settings as appropriate. Deliver presentations and support effective dissemination.

Other

  • Draft short correspondence or notes in both official languages.
  • Establish and maintain effective record management, structured document retrieval and workflow management systems.
  • Create and manage an archive of relevant news and research articles
  • Carry out other tasks, as required.

Qualifications

Ideal Candidate Profile

Academic Background

  • A university degree or other post-secondary education. It would be an asset if the degree were in transportation, economics, public policy, or other relevant field of study.

Professional Background

  • Excellent numerical and analytical skills, including demonstrated skills in data analysis.
  • Communication skills, including ability to present technical issues to varied audiences.
  • Experience in the field of policy analysis, ideally in the field of transport, climate change or urban transport policy, gained in a consultancy, government transport or development agency or research institution would be an asset.
  • Proven project management skills. 
  • Flexibility and ability to cope with conflicting requests and with meeting strict deadlines.
  • Excellent interpersonal skills and ability to work effectively in a multicultural environment.
  • Proven experience in working with protocol issues would be an advantage.
  • Proven experience in large-scale event organisation would be an advantage.

Tools

  • Proficiency with the MS Office Suite (Word, Excel, PowerPoint).
  • Proven ability to quickly learn new technology. Experience in working with databases would be an advantage.

Core Competencies

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Excellent drafting skills and ability to communicate clearly and tactfully with interlocutors at all hierarchical levels, internally and externally.

Contract Duration

  • Two-year fixed term appointment, with the possibility of renewal.

What the OECD offers (External Only)

  • Depending on level of experience, monthly salary starts at either 4 888 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen beginning of January and panel interviews are planned for end of January.
