Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 14831 (USD) yearly.

Introduction

The ILO is currently implementing employment-intensive infrastructure recovery works in Aleppo. The employment-intensive approach has the dual objective of creating decent job opportunities including training opportunities to the vulnerable communities that lost their livelihood means as well as of restoring basic community infrastructures to enhance their access to basic services.

 

The ILO intends to replicate its employment-intensive approach in Syria and launch a new project in rural Aleppo, namely in Al Khafsa and Maskanah, with the aim to addressing the incapacitating impact of winter conditions on underserved communities and enhance their resilience. This will be achieved through the survey, clearance, and rehabilitation of critical road arteries, to allow access to basic services and livelihood opportunities.

 

To document the effectiveness of the employment-intensive approach, the project aims to collect short to medium-term employment impact of the interventions related to livelihoods, skills development (vocational training, work-based learning etc.), entrepreneurship and others. The incumbent will be recruited to design, implement, monitor and evaluate data retrieved from project activities.

 

 

Reporting lines:

 

Under the general supervision of the National Project Coordinator and in close coordination with the EIIP Technical Officer, the Data Management Assistant will perform the following tasks:

Description of Duties

1. Initiate, process, review and follow up on data management actions, including verifying that information and documentation are in compliance with applicable standards.

2. Maintain the database and collate monthly reporting, for the National Project Coordinator review.

3. Verify all the information provided for the field data entry and check any errors or mistakes and correct accordingly.

4. Undertake quality control of outgoing documents for accuracy of information and compliance with applicable standards. Verify all the documentation and information and provide all the reports needed.

5. Ensure accuracy of entered data and comparing it with the existing filing system to make sure all records are consistent and aligned for good maintenance of project files and records related to the workers, muster payrolls, contracts, worker registration sheets.

6. Follow the ILO’s Guide for Monitoring Employment and Conducting Employment Impact Assessments (EmpIA) of Infrastructure investments to collect quantitative core data to compute secondary indicators including labour intensity, as well as qualitative core data to document decent work variables.

7. Estimate and evaluate indicators for indirect employment impacts of the employment-intensive infrastructure works along the construction value chain (i.e. construction materials, hand tools, equipment, etc.) at different levels.

8. Conduct a tracer study of project beneficiaries one month after the road works and work-based learning to capture employability improvement and job retention by enterprises.

9. Support the National Project Coordinator to draft various reports by providing necessary direct and indirect employment impact data.

10. Monitor and analyse information and data systems and assist in the evaluation of their performance to discover ways of enhancing work methods and processes (new technologies, upgrades etc.). Ensure digital databases and archives are protected from security breaches and data losses. Troubleshoot data-related problems and authorize maintenance or modifications.

11. Support planning process (standards, methodologies) with data and statistical analysis and quality assurance on Theories of Change and indicators.

12. Perform other relevant duties as assigned.

Required qualifications

Education

Completion of secondary school education. First level degree or training in data and knowledge management or related areas is an advantage.

Experience

Minimum of five years of data and knowledge management experience.

Languages

Excellent knowledge of English and Arabic.

Competencies

  • Knowledge of programme and budget and through understanding of wide range of administrative policies and procedures.

  • Ability to work with word processing, spread sheet, web-browser, as well as other computer software packages required for work.
  • Thorough knowledge of procedures for the preparation of documents and administrative forms, and for the creation and maintenance of filing systems.

  • Ability to prepare preliminary reports and to draft correspondence.
