STANDARD MINIMUM QUALIFICATIONS

Education: University degree or qualification in project Management , Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field.

BACKGROUND & PURPOSE OF THE ASSIGNMENT

The assignment concerns project management of the national food security stock in support to the Ministry of Agriculture in Burundi. 


The overall objective of this project would be to strengthen the capacities of local actors engaging in emergency preparedness and response to effectively deliver timely and appropriate emergency response services, as a result of strengthened coordination and more coherent operational behaviors and practices related to national humanitarian supply chain preparedness. 


Following consultations with stakeholders and the identification of capacity needs, the consultant and CO staff will support the new national reserve agency develop its business plan, internal processes, budgetary and financial management functions, and procedures.

PROJECT OBJECTIVES 

 

1. Strengthen the government’s capacity in terms of emergency preparedness and response.
2. Enhance the local supply chain capacity including activities around stock management, quality control, strategic procurement, with an overall optimized delivery network.
3. Expand opportunities for improved food systems including linkages to local production and supporting local market growth.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

Under the supervision of the Head of Supply Chain, the Supply Chain Officer will be responsible for the following duties:

  1. Elaborate design and develop implementation plans for the project in question and supervise its implementation ensuring regular projects status updates and reporting and compile / develop briefing materials (as required). 
  2. Be the point of contact with Engineering unit for follow-up on designs and construction plans.
  3. Compile files required for procurement processing, ensure technical review of offers and manage contracts implementation.
  4. Support in the development of relevant SOPs for operationalization of the facilities and their management.
  5. Develop cross-functional training plans and simulation exercises for government staff that focus on a range of the required expertise, including quality control and warehouse management, emergency response, funds management, transport/contracting, and facilities management and maintenance.
  6. Advise on staff selection / any recruitment (as required).
  7. Work closely with the Burundi authorities through each phase of implementation.
  8. Analyze the potential for the production and marketing of foodstuffs (beans, corn, rice, etc.) of interest to ANAGESSA in Burundi
  9. Analyze the performance of ANAGESSA since its creation.
  10. Analyze the institutional capacity of ANAGESSA including human resources.
  11. Propose concrete actions following the analyses: production, conservation, supply and sales circuits, strengthening of institutional capacities.
  12. Develop a roadmap including skills transfer plan for capacity building for ANAGESSA.
  13. Identify avenues for collaboration and the technical assistance needs to enhance the capacities of the nascent ANAGESSA (National Food Reserve Agency) 
  14. Evaluate the most beneficial function for the grain reserve and how it fits in the local and regional food systems, given the present conditions and needs.
  15. Assess the opportunities for South-South and Triangular Cooperation (SSTC) in support of ANAGESSA and its food reserve.

Expected Outputs /Deliverables

  1. Good practices on suitable food systems interventions based on local production are identified as well as the mechanisms for sharing these practices are clearly defined for possible implementation.  
  2. Determine how ANAGESSA’s capacities can be strengthened in the short term of one-year, medium term 2-3 years, and over a long-term time horizon (5 years plus) in a roadmap and SOPs developed and agreed with the Government, FAO, WB and the other stakeholders mentioned above. 
  3. Final mission report outlining options, trade-offs, and timelines for strengthening the capacity of ANAGESSA so that it can fulfil its legislated mandate with sufficient funds, staffing and authority to operate, manage and develop its own role as the food reserve agency.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  1. At least 5 years of professional experience on Institutional Capacity strengthening is a strong asset. WFP previous working experience and procedures knowledge are welcome. 
  2. Have good knowledge of sectoral policies implemented in East Africa.
  3. Have an excellent ability to analyze information on all themes related to resilience (agriculture/livestock and food, health, education, water and sanitation, social protection, etc.).
  4.  Have proven leadership and teamwork skills.
  5. Excellent oral and written communication skills.
