Purpose of consultancy

To develop client-facing digital content for family planning.

Background

The WHO Department of Sexual and Reproductive Health and Research (WHO/SRH) is implementing the WHO Family Planning (FP) Accelerator Plus project (2022- 2027). The WHO FP Accelerator Plus project builds on past efforts by the FP Umbrella (2015- 2018) and FP Accelerator projects (2019-2022) to support partners and ministries of health (MoH) to scale up and sustain the implementation of WHO recommended FP evidence-based practices.

The WHO-FP Accelerator Plus Project focuses on the following areas: Self-care interventions for SRHR including for FP; Post pregnancy FP (Post-Partum FP and Post abortion FP); Task sharing/ expansion for FP, Social behavior change (SBC); Adolescent and youth sexual and reproductive health Technical Assistance Coordination (TA) mechanism; and guidance for emerging contraceptive options. Gender responsiveness and digitalisation of the tools are systematically integrated across all focus areas.

Digital tools, propelled by the rapid penetration of mobile devices and significant government commitments, have been recognized as one approach to address bottlenecks in implementing evidence-based service delivery interventions and guidelines uptake. Harnessing the growing ubiquity and increasing investments of digital offers an opportunity to incorporate evidence-based practices into the channels that individuals receive information and as a mechanism to augment social behavior change and demand generation.

The consultant will focus on development of a toolkit to support the integration of WHO recommended content into the digital tools individuals engage with for family planning information access and decision making. The approach will leverage the software-neutral of WHO SMART Guidelines to provide reusable content packages to be adapted across a diversity of client-facing digital channels and applications in different countries.

Deliverables

  • Develop draft toolkit based on feedback from consultation and desk review.
  • Conduct consultations with stakeholders to review and refine toolkit.
  • Develop plan for testing toolkit and consolidate feedback from end-users.
  • Revise and finalize toolkit based on feedback from consultative process and testing.
  • In consultation with regional and country offices and external stakeholders, develop implementation and monitoring plan.
  • Revise and finalize manuscript based on feedback from contributing authors.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced degree in public health, health behavior communication, or related field.

Desirable:

  • Degree or certification related to digital health, social behaviour change, requirements gathering methodologies.

Experience

Essential:

  • At least five years’ relevant work experience on digital technologies for public health.
  • Experience in sexual and reproductive health, including family planning.

Desirable:

  • Experience with digital requirements gathering or content development processes.
  • Experience with implementation of digital client facing tools.

Skills/Knowledge:

  • Excellent writing and communication skills.
  • Close attention to detail.

Languages required:

Essential:

Expert knowledge of English.

Desirable:

Basic knowledge of another official UN language.

Location

Off site: Home-based.

Travel

The consultant is not expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B - USD 7,000 - 9,980 per month

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract:

6 months - part-time at 50%. Remuneration will be pro-rated accordingly.

  • Please note that WHO’s contracts are conditional on members of the workforce confirming that they are vaccinated as required by WHO before undertaking a WHO assignment, except where a medical condition does not allow such vaccination, as certified by the WHO Staff Health and Wellbeing Services (SHW).
